On October 12th, the bidding results for the EPC general contracting of four sections of the wind power generation project in the new energy base of Shanxi Jinbei coal mining subsidence area were officially announced. The total scale of this bidding is 1000MW, and it was jointly won by four enterprises: Guangxi Electric Power Design and Research Institute Co., Ltd. of China Energy Construction Group, Beijing Survey and Design Institute Co., Ltd. of China Energy Construction Group, Sichuan Electric Power Design Consulting Co., Ltd., and Heilongjiang Electric Power Design Institute Co., Ltd. of China Energy Construction Group.
The new energy base in the coal mining subsidence area of northern Shanxi is one of the 10 large-scale wind and photovoltaic bases in China's promotion of the "dual carbon" target layout, and is also a key demonstration project for the construction of the "five major bases" in Shanxi Province. The total construction scale of the base is 8000MW, including 1000MW of wind power, 5000MW of photovoltaic power, 2000MW of supporting coal-fired power, and coordinated construction of new energy storage facilities. The project is mainly distributed in Xinrong District, Zuoyun County, Yungang District, and Hunyuan County of Datong City.

According to the bidding documents, this 1GW wind power project will all use high-power wind turbines with a single unit capacity between 6.25MW and 7.5MW, and the wind turbine diameter will not be less than 220 meters. Each project plans to install 6900KVA and above box type transformers, which will be collected through 35kV collection lines and connected to the newly built 220kV substation.
The scope of EPC general contracting work includes full process services such as pre project procedures, land acquisition and demolition, survey and design, equipment and material procurement, construction, testing and inspection, trial operation, special acceptance, and completion acceptance. The project is scheduled to officially start construction on October 1, 2025, and achieve full capacity grid connected power generation before December 31, 2026.
After completion, the electricity generated by the project will be transmitted to load centers such as Beijing and Tianjin for consumption through the "Datong Huailai Tianjin North Tianjin Tianjin South" 1000 kV high-voltage AC transmission channel. The promotion of this project will not only effectively utilize the land resources in coal mining subsidence areas, achieve the organic combination of ecological governance and clean energy development, but also provide important support for optimizing the energy structure and ensuring power supply in North China, which is of great significance for promoting regional green and low-carbon development.
