Recently, the bidding process for the upper reservoir project of Fujian Hua'an Pumped Storage Power Station, a key energy project in Fujian Province, has officially started, marking the full entry of this first-class large-scale (1) project with a total installed capacity of 1400MW into the substantive construction stage. The total amount of this bidding is about 2.2 billion yuan, covering core sections such as the upper reservoir, water conveyance system, and underground powerhouse. Fujian Huashan Pumped Storage Co., Ltd. is responsible for promoting the project as the owner. As a key project in Fujian Province's "14th Five Year Plan" for energy development, the construction of Hua'an Pumped Storage Power Station will significantly enhance the peak shaving capacity of Fujian's power grid and provide important support for achieving the "dual carbon" goal.

The Fujian Hua'an Pumped Storage Power Station is located in Hua'an County, Zhangzhou City. The hub project consists of an upper reservoir, a lower reservoir, a water transmission system, an underground powerhouse, and a switch station. Among them, the upper reservoir is located at the source of Huashan Creek in Huashan Village, Xinwei Town. The main dam adopts an asphalt concrete core wall rockfill dam, with a dam crest elevation of 705.5 meters, a maximum dam height of 55.5 meters, and a regulating storage capacity of 11.29 million cubic meters; The lower reservoir is located in the middle and lower reaches of Huashan Creek. The main dam is also an asphalt concrete core rockfill dam, with a maximum height of 98.5 meters and a regulating storage capacity of 11.13 million cubic meters. The total installed capacity of the power station is 1400MW, and it is expected that after full operation in 2030, the annual power generation can reach 1.4 billion kilowatt hours.

This bidding is divided into three sections, C1, C2, and C3, covering the core construction content of the project. The planned construction period starts from December 2025 and will be promoted in stages

C1 section: mainly includes the upper reservoir project, inlet/outlet, permanent roads, and production management buildings, with a maximum bidding price of 797 million yuan. It is planned to be completed on December 28, 2030, and the upper reservoir needs to complete the water storage acceptance before June 28, 2029.

C2 section: covering the water conveyance system, tailwater system, underground powerhouse system, and construction support tunnels, with a maximum bidding price of 787 million yuan. The plan is to start construction on December 18, 2025, and complete the tailwater and diversion project filling in stages by 2029.

Section C3: Responsible for the lower reservoir project, inlet/outlet, and some permanent roads, with a maximum bidding price of 619 million yuan. The plan is to complete the lower reservoir water storage acceptance on November 28, 2028.

The water transmission and power generation system adopts a "two hole four machine" layout, with a total length of approximately 3981.6 meters. The underground powerhouse cavern group includes three major caverns: the main and auxiliary powerhouse caverns, the main transformer cavern, and the tailgate cavern. Its scale and construction difficulty are among the top in similar projects in Fujian Province.

After the completion of the Hua'an Pumped Storage Power Station, it will undertake tasks such as peak shaving, valley filling, frequency regulation, phase modulation, and emergency backup of the power grid, effectively enhancing the stability of Fujian's power system and the ability to consume new energy. As a key part of the energy structure adjustment in Fujian Province, the project will assist in the clean energy transformation of the southern Fujian region and inject new impetus into regional economic development. At present, the project has been approved by the Development and Reform Commission of Fujian Province (Min Fa Gai Wang Shen Energy Letter [2023] No. 136), and the construction funds are self raised by the enterprise, with a contribution ratio of 100%.
