International consortium wins bid for Baghdad International Airport project in Iraq

Recently, the Iraqi government officially announced that the Baghdad International Airport project will be awarded to a consortium consisting of Luxembourg Corporacion America Airports and local Iraqi company Amwaj International. As the first airport project in Iraq to initiate bidding through a government social capital cooperation model, the bidding process has attracted international attention, and the CAAP/Amwaj consortium ultimately won with the most competitive revenue sharing scheme.

This project is an important attempt by Iraq to introduce private capital and international operational experience in key infrastructure areas. After the bidding was launched, a total of 10 consortia from around the world participated in the competition, fully demonstrating the recognition of international investors for the development potential of the Iraqi market and aviation industry. By October 2025, the Iraqi Ministry of Transport and the Airport and Air Navigation Services Corporation have received final bidding proposals submitted by three consortia.

In the fierce competition, the CAAP/Amwaj consortium proposed a revenue sharing ratio of up to 43.05%, which far exceeds the 38.05% proposed by another consortium consisting of companies such as Saudi Arabia's Asyad Holdings. This key advantage enabled it to successfully win the bid, highlighting Iraq's high emphasis on project economic benefits and government financial returns when using the PPP model to promote infrastructure upgrades.
