On the peaceful surface of Kranji Reservoir in Singapore, one day in the future, sunlight will no longer be just a sparkling decoration on the water surface. Blue photovoltaic panels will elegantly spread out like a 'blue carpet', quietly absorbing tropical sunlight and converting it into clean electricity, which will be integrated into Singapore's power grid. This future vision of "complementary water and light" is gradually moving from blueprint to reality with the signing and implementation of China Electric Power Construction. This is not only an energy project, but also a vivid story of China's high-end manufacturing and green technology contributing to the sustainable development dream of a city-state.

On December 14, 2025, China Power Construction Corporation (referred to as "PowerChina") announced the successful signing of the Kranji Reservoir Floating Photovoltaic Project in Singapore. This landmark cooperation is not only a major breakthrough for China Power Construction in the Singapore market, but also an important milestone in Singapore's renewable energy development history, helping this resource limited country take a solid step on the path of energy transformation.
Challenges and Opportunities
Singapore, known as the "Lion City," is a garden city renowned for its efficient management and open economy. However, the reality of a land area of only 728 square kilometers poses natural bottlenecks in terms of energy and water resources. As a country with almost no fossil fuels and natural freshwater resources, Singapore relies on imported natural gas for over 95% of its electricity, and energy security and sustainability are top priorities of its long-term strategy.
In order to break free from dependence on fossil fuels and achieve the ambitious goal of 2 gigawatts (GWp) of solar installed capacity in the 2030 Singapore Green Plan, the Singapore government must take a different approach. Focusing on the vast water surface, especially the 17 reservoirs scattered throughout the country, has become the most imaginative solution on limited land resources. The Kranji Reservoir Floating Photovoltaic Project was born in this context, carrying Singapore's earnest expectation to expand the boundaries of green energy through innovative technologies.

Technology and Strength
Faced with this high difficulty and high standard project, Singapore has chosen China Power Construction, a leading global infrastructure solution provider. Behind this is the rich experience and outstanding technical strength accumulated by China Power Construction in the global floating photovoltaic field.
Mature 'China Solution': PowerChina has undertaken dozens of floating photovoltaic projects in multiple countries and regions around the world, forming a full industry chain advantage from planning and design, technology research and development, equipment manufacturing to construction and operation. Its independently developed anti wind, anti corrosion, modular floating system can perfectly adapt to tropical climates and reservoir environments.
Strict standard docking: The project will strictly adhere to Singapore's extremely strict environmental, safety, and quality standards. During the construction process, China Electric Power Construction will adopt advanced ecological protection technologies to ensure that the impact of construction on reservoir water quality, aquatic organisms, and the surrounding ecological environment is minimized.

A model of water light symbiosis: This project not only generates electricity, but also effectively reduces water evaporation and inhibits algae growth by covering the water surface with photovoltaic panels, achieving a virtuous ecological cycle of "generating electricity from above and raising fish (protecting water) from below". It is another successful practice of the concept of "green mountains and clear waters are as valuable as mountains of gold and silver" overseas.
When the sunshine shines on the Kranji Reservoir, the photovoltaic panels will not only be energy converters, but also the link between China and Singapore's green future. Powerchina is taking practical actions to write more wonderful chapters of win-win cooperation and sustainable development under the "the Belt and Road" initiative.Editor/Bian Wenjun
