Against the dual background of the deepening of the national "dual carbon" strategy and the upgrading of the energy industry in Northeast China, private new energy leader Jiaze New Energy (601619) has launched a heavyweight investment plan. The company recently announced that it plans to invest approximately 3.557 billion yuan (approximately 3.56 billion yuan) to build a 300000 ton green hydrogen alcohol aviation oil chemical co production project in Jidong County, Jixi City, Heilongjiang Province, marking the official cross-border entry of this wind power based enterprise into the green chemical industry and injecting new momentum into the green energy industry in Northeast China.
As the first green chemical project of Jiaze New Energy, the project is located in the Chemical Industrial Park of Jidong Economic Development Zone, closely following the core logic of "biomass resource utilization". It uses non grain biomass straw and corn cob as raw materials, and through mature processes such as steam explosion, enzymatic hydrolysis, and fluidized bed pressure gasification, produces green methanol as the main product, while producing green ethanol as a by-product. In the future, it will also expand the production capacity of green aviation fuel. According to the plan, the project will be promoted in two phases. The first phase is scheduled to start civil construction in May 2026 and officially put into operation by the end of 2027. It will form a production capacity of 240000 tons/year of green methanol, 80000 tons/year of green ethanol or 50000 tons of green aviation coal. After completion, it will achieve a total production capacity of 450000 tons/year of green methanol, 150000 tons/year of green ethanol and 100000 tons/year of green aviation coal. At present, the feasibility study and multiple preliminary procedures have been completed for the project, and supporting work such as safety pre evaluation and energy conservation assessment is steadily progressing.

This investment precisely targets the green energy market trend. With the implementation of the International Maritime Organization's (IMO) maritime emission reduction targets and the upgrading of decarbonization demand in the aviation industry, green methanol and ethanol, as the core raw materials for sustainable aviation fuels (SAF), are rapidly growing in market demand. At the same time, they can replace petrochemical based raw materials in the chemical industry and have a wide range of application scenarios. The abundant biomass resources in the Heilongjiang region where the project is located provide a natural guarantee for stable supply of raw materials, and the expected investment return rate of 10.44% also demonstrates its commercial feasibility. More noteworthy is that the project, through the conversion path of "agricultural waste green fuel", not only solves the problem of straw burning pollution, but also promotes the extension of clean energy from land to shipping, aviation and other fields, achieving a win-win situation of ecological and economic benefits.
From a strategic layout perspective, this project is a crucial step for Jiaze New Energy to extend its new energy industry chain. The company has previously explored green liquid fuel business through the establishment of a joint venture, and the landing of this project marks the substantial promotion stage of its "green electricity green hydrogen green fuel" full chain layout. The project construction period is about 24 months, and the funds will be raised through a combination of self owned funds and financing from financial institutions. The company will invest in stages and batches according to the progress of the project, effectively controlling the financial pressure.

However, the announcement also suggests that due to the company's initial foray into the chemical industry, there are potential risks in the project, such as technology integration and adaptation, green fuel cost competitiveness, and stable supply of biomass raw materials. In the future, it will rely on policy support and technological optimization to enhance project resilience. Nevertheless, the implementation of this project still has important demonstration significance - it not only provides a replicable path for the high-quality utilization of biomass resources in Northeast China, but also promotes the deep integration of new energy and chemical industries, and contributes to the cultivation of new quality productivity and the construction of a new energy system in the region.
With the advancement of the project, Jiaze New Energy will achieve a cross-border upgrade from clean energy generation to green fuel production, and the Northeast green energy industry will also leverage the driving force of such key projects to accelerate the formation of a virtuous cycle of "resources technology industry", providing a Northeast sample for the national energy green transformation.
