On December 19, 2025, the Hainan CZ2 offshore wind power phase II and green hydrogen based energy demonstration project of Shenergy Group was officially launched in Danzhou. This is the first offshore wind power hydrogen production coupled with green methanol integration project of Hainan Free Trade Port and Shanghai State owned Assets, marking a breakthrough in the integrated development of offshore wind power, green hydrogen, and green methanol in Hainan.

Set two 'first' records for green energy projects

The green hydrogen based energy demonstration project launched this time has set two "first" records - it is not only the first state-owned enterprise in Shanghai, but also the first integrated project in Hainan Province to use offshore wind power to electrolyze water for hydrogen production and synthesize green methanol. With the launch of the project, the complete technological path of "offshore wind power green electricity hydrogen production green methanol" will be implemented in Hainan, which means that the clean energy development of Hainan Free Trade Port has moved from a single power production to a new stage of converting green electricity into green fuel.  

As one of the first offshore wind power projects approved by the Ministry of Natural Resources during the 14th Five Year Plan period in Hainan Province, the first phase of the Shenneng Hainan CZ2 offshore wind power demonstration project has achieved full capacity grid connection in March 2025, making it the first offshore wind power project in Hainan Province to achieve full capacity grid connection during the 14th Five Year Plan period. The second phase of the project, which has been launched, plans to install 48 advanced wind turbines with a single capacity of 12 megawatts and build a supporting offshore booster station. It is expected to be fully connected to the grid by the end of 2026.  

Core technology breakthrough: The world's first offshore thousand cubic meter PEM hydrogen production system

The core highlight of the project is the installation of the world's first offshore thousand cubic meter PEM hydrogen production system, which has anti wind and wave, lightweight characteristics, dynamic response of only 5 seconds, and can accurately adapt to wind power fluctuations. After hydrogen production, green methanol is synthesized from captured carbon dioxide and directly supplied to the international shipping market.  

The hydrogen production system adopts modular design, with a hydrogen production capacity of 1000 standard cubic meters per hour, making it the world's largest offshore floating platform PEM electrolysis tank and hydrogen production system. The entire system adopts new materials and highly reliable packaging design, which increases the hydrogen production capacity of PEM electrolysis cells to 1000 standard cubic meters per hour. At the same time, through intensive and modular architecture, the overall weight is only one sixth of traditional alkaline hydrogen production systems, adapting to the load-bearing limitations of offshore platforms.

Connect the complete industrial chain of "green electricity green hydrogen green alcohol"

The green hydrogen based energy demonstration project, which is launched synchronously, plans to construct three sets of 1000 standard cubic meters per hour electrolytic water hydrogen production units and one set of 10000 ton green methanol synthesis unit. The project innovatively connects the "green electricity green hydrogen green alcohol" industry chain, which can efficiently consume intermittent electricity from offshore wind power, solve the problem of new energy grid integration, and produce high value-added green methanol, providing key support for carbon reduction in key industries such as shipping and chemical industry. After the CZ2 project is fully operational, it can provide approximately 3.7 billion kilowatt hours of clean electricity annually, save over one million tons of standard coal, and reduce carbon dioxide emissions by nearly 3 million tons. Under the policy of sealing off the entire island of Hainan Free Trade Port, the project can enjoy benefits such as zero tariff import of core equipment and bonded supervision, significantly reducing construction and operation costs.  

Innovation of Industrial Models and Strategic Value

This project has significant innovative significance in terms of industrial model and strategic value. One is the innovation of industrial models, relying on the policy advantages of Hainan Free Trade Port, to build a closed-loop ecology of "green electricity production on-site transformation international trade", which not only guarantees the supply of green electricity in Hainan, but also promotes green methanol to the international shipping market; The second is strategic value innovation, promoting the deep integration of marine economy and low-carbon industry, creating a demonstration model for regional coordinated development, and providing replicable and promotable solutions for implementing the "dual carbon" strategy.  

Huang Dinan, Secretary of the Party Committee and Chairman of Shenneng Group, stated that the layout of offshore wind power and green hydrogen based energy projects in Hainan is a strategic measure taken by Shenneng to align with the national "dual carbon" strategy, serve the construction of Hainan Free Trade Port, and deepen energy cooperation between Shanghai and Hainan. In the future, enterprises will use this project as a pivot to promote the aggregation of wind power equipment manufacturing, green hydrogen storage and transportation and other industrial chain links in Yangpu, Danzhou, and help Hainan build a billion dollar clean energy industry cluster.

Offshore wind power for hydrogen production is becoming a new scenario for hydrogen based energy production. Previously, the National Energy Group had completed the first domestic marine hydrogen ammonia alcohol integration project in Yantai, Shandong, which will be completed and put into commissioning in March 2025, serving as an empirical demonstration project for the entire process of offshore hydrogen production. This project is the first domestic demonstration project for the full chain of ocean hydrogen production, storage, transportation, and utilization. It has built China's first semi submersible offshore hydrogen production platform, with a height of over 50 meters, equivalent to 17 floors, and a weight of over 20000 tons.
