In the vast hinterland of Central Asia, a digital driven revolution is quietly unfolding in Uzbekistan. With the accelerated penetration of artificial intelligence technology on a global scale, this important country on the Silk Road is striving to gain an advantage in the wave of digital economy by supplementing its computing infrastructure.
The 'Digital Ambition' under Presidential Decree
The driving force behind this change is a determination from the highest level of the country. According to the Presidential Decree on Additional Measures for Further Development of Artificial Intelligence Technology signed by the President of Uzbekistan, the government has provided a series of incentive policies for data center operations, clarifying the national strategic direction for the development of artificial intelligence technology.

Under this strong policy framework, a key project was quickly implemented. According to local media UzDaily.com, relevant parties recently held a trilateral meeting and signed a detailed action plan for building a modular intelligent computing center in the Republic of Karakalpakstan. The meeting focused on the legal and institutional safeguards for project implementation, national support mechanisms, and future expansion blueprints. Subsequently, the signing of the development cooperation agreement officially marked a new stage of Uzbekistan's national digital transformation driven by substantive projects.
Computing power becomes the new cornerstone of competition
Why invest so heavily in building computing centers? The answer is that computing power has become a key indicator for measuring the competitiveness of modern countries. With the widespread application of AI in smart cities, healthcare, agriculture, industry, and other fields, powerful data processing capabilities are the "brain" and "heart" that support the operation of these applications.
Uzbekistan's strategy is very clear: to guide capital, especially social capital, into the field of data center construction through institutional incentives. Its goal is to build a scalable and modular intelligent computing system. This flexible and sustainable model aims to provide a solid and reliable computing power foundation for the optimization of public governance and industrial upgrading of artificial intelligence technology nationwide.

Chinese capital brings technology into the market and jointly builds local ecology
This ambitious plan has attracted partners from China. According to the jointly approved roadmap, Shanghai Linke Zhihua Digital Technology Co., Ltd. has established a strategic partnership with the Ministry of Digital Technology of Uzbekistan. The project will be implemented in the form of foreign direct investment.
Wang Xuhui, founder and chairman of Shanghai Linke Zhihua, introduced that the center is planned to be officially launched and operated before 2027. The connotation of the project goes far beyond simple infrastructure construction, covering four core areas: advanced modular computing center construction, introduction and adaptation of diversified artificial intelligence solutions, systematic local AI talent training system, and platform layout aimed at promoting regional scientific research and collaborative innovation activities. Keywords: international news, new infrastructure news

Today, with the revival of the Silk Road Economic Belt, Uzbekistan is leveraging its intelligent computing center as a pivot to drive the country's digital transformation. The deep involvement of Chinese technology and capital is becoming a vivid portrayal of the two countries' joint development and mutual benefit in the field of digital economy. It is worth looking forward to whether this project can become a new computing hub in Central Asia by 2027 as scheduled.Editor/Yang Meiling
