The total investment of the project is 18.92 billion yuan, and it is currently one of the largest integrated wind solar hydrogen production projects in China. The project plans to construct a wind power installed capacity of 3 million kilowatts, equivalent to the total installed capacity of about 5000 5-megawatt wind turbines, with an estimated annual power generation of over 7 billion kilowatt hours.

The core of the project lies in the hydrogen energy preparation process - with a designed annual production capacity of 146600 tons of green hydrogen. To ensure the stability of power supply, the project has built a 450000 kilowatt/135000 kilowatt hour energy storage system, which is equivalent to the scale of a medium-sized pumped storage power station. At the same time, the project also plans to construct 1.32 million standard cubic meters of hydrogen storage facilities, which can ensure the safe storage and stable supply of hydrogen gas.

The project adopts a phased construction model: the first phase of the project has an investment of 9.79 billion yuan, constructing 1.5 million kilowatts of wind power, producing 72000 tons of green hydrogen annually, supporting 225000 kilowatts/450000 kilowatt hours of energy storage and 600000 standard cubic meters of hydrogen storage facilities; The investment for the second phase of the project is 9.13 billion yuan, with the construction of an additional 1.5 million kilowatts of wind power, an annual output of 74600 tons of green hydrogen, supporting 225000 kilowatts/900000 kilowatt hours of energy storage and 720000 standard cubic meters of hydrogen storage facilities. This phased approach not only reduces investment risks, but also optimizes the construction plan for the second phase based on the operational experience of the first phase.

The complete chain from green electricity to green chemicals

The innovation of the project lies in the formation of a complete industrial closed loop. All the green hydrogen produced will be used for downstream chemical projects in supporting construction - the 600000 tons/year green methanol project and the 400000 tons/year green ammonia project. This design completely solves the problem of green hydrogen consumption and avoids the dilemma of "having hydrogen but no market".

On the technical path, the project adopts advanced water electrolysis hydrogen production technology, which uses clean electricity generated by wind power to decompose water into hydrogen and oxygen. Compared with traditional fossil fuel hydrogen production, this process achieves zero carbon emissions. The produced green hydrogen is then converted into green methanol and green ammonia through catalytic synthesis processes, both of which are important chemical raw materials and energy carriers.

Green methanol can be used as a clean fuel in the transportation sector, especially in decarbonization of the shipping industry; Green ammonia is a key raw material for fertilizer production and can also be used as a carbon free fuel. According to calculations, after the project is fully put into operation, it can reduce carbon dioxide emissions by more than 3 million tons per year, which is equivalent to planting about 150 million trees as a carbon sink for one year.

The project will also drive the development of the local hydrogen energy industry chain, including supporting industries such as electrolytic cell manufacturing, hydrogen storage equipment production, and hydrogen energy transportation. It is expected to create over 2000 direct employment opportunities and nearly 10000 indirect employment opportunities.

A new path to solve the problem of green electricity consumption

The approval of the integrated wind solar hydrogen production project in Urad Middle Banner provides an important practical case for the development of new energy in China. For a long time, the "Three North" regions in China have abundant wind and photovoltaic resources, but due to the limited power grid consumption capacity and transmission channel capacity, there is a serious phenomenon of wind and solar power curtailment.
