At the beginning of the new year in 2026, a billion dollar digital infrastructure project quietly landed in the Jidong Plain. The North China Intelligent Computing Center project, with a total investment of nearly 11.7 billion yuan by Hebei Huijing Longteng Data Technology Co., Ltd., completed its environmental impact assessment filing on January 9, 2026, marking the official entry of this large-scale computing hub into the construction and implementation stage. This is not only a cold set of data, but also a vivid footnote to the upgrading of regional industries and future competitiveness under the wave of digital economy.

Creating a new landmark in computing power

The project is located in Renqiu Economic Development Zone, Cangzhou City, Hebei Province, with a total investment of 11.69 billion yuan, including an environmental protection investment of 100000 yuan. The project covers an area of 330 acres and has a total construction area of approximately 465200 square meters, making it a new type of infrastructure that can be considered a giant. The core construction content includes 10 computing power center buildings, 10 power center buildings, 2 energy stations, and complete office supporting facilities. After completion, it is expected to deploy about 30000 standard cabinets and build supporting facilities covering high and low voltage distribution, uninterruptible power supply, backup power supply, HVAC, and water supply and drainage. The project is scheduled to be officially put into operation on September 30, 2027, and will become an important intelligent computing and data processing base in North China.

The construction of the North China Intelligent Computing Center project was not achieved overnight, and its preparatory work has been steadily advancing for a long time. As early as May 2025, the civil engineering survey and design merger bidding work for the first phase of the project had completed the public announcement of the winning bidder candidates. Beijing Urban Construction Design and Development Group Co., Ltd. became the first winning bidder candidate with a bidding price of 9.4288 million yuan, laying a professional foundation for the blueprint drawing of the project. Subsequently, in August 2025, the bidding for the first phase consulting services of the project was finalized, and Guangdong Telecom Planning and Design Institute Co., Ltd. won the bid for 6.7 million yuan, providing technical support for the subsequent detailed planning and implementation.
