Under the white snow of the Andes Mountains, a breakthrough battle about logistics and resources is about to begin. Mendoza, San Juan, and San Luis provinces in Argentina have officially signed a strategic agreement to launch a grand $4 billion project called the Cuyo Pacific Corridor. This is not only a physical restoration of a century old railway network, but also a crucial step for South American resource rich countries to break free from geographical constraints and bring inland mining and energy wealth directly to the Pacific coast. When the "Los Andes" line, which was once abandoned due to snow cover, is replaced by the lower altitude "Planchon Vergara" new channel, an energy artery connecting the copper gold mining belt with the Huacamurta shale oil and gas field is forming, expected to release tens of millions of tons of bulk commodity transportation capacity annually, directly supplying Chilean ports.

Say goodbye to the snow line and embrace low altitude

The core of the project lies in the thorough renovation of the existing railway network. Unlike the Mendoza Los Andes line, which was discontinued in 1984 due to technological limitations and extreme weather conditions, with a maximum altitude of 3200 meters, the new corridor will comprehensively repair the 1676mm gauge General San Martin Gameon railway network and focus on developing the Paso El Planch ó n-Vergara corridor.

According to the feasibility study jointly conducted by the three provinces, the newly selected Planchon Vergara area has a lower altitude, which can significantly avoid the risk of high-altitude snow blocking and allow heavy trains to operate year-round. This dimensionality reduction strategy not only enhances operational security, but also significantly reduces snow removal and maintenance costs.

Heavy duty railway and intelligent logistics

The project scope is broad and specific, aiming to create a modern heavy-duty freight channel:

Infrastructure Upgrade: Fully upgrade the existing GSM and Sarmiento railway infrastructure to enable it to carry a 25 ton axle load and accommodate longer train formations.

New construction of energy branch line: Construct a brand new branch railway starting from the Newcastle Basin (Wakamurta shale area) and connecting to the GSM main line through General Alvear to achieve railway transportation of oil and gas resources.

Hub construction: Construct high-capacity freight stations and automated loading terminals in St. Louis and Mendoza, specifically for the bulk transportation of minerals and agricultural products.

Logistics resonance between mining and energy

The most ingenious aspect of this project lies in its integration of two distinct freight flows to achieve economies of scale required for private investment:

Large scale mining: serving world-class copper and gold projects under development in the San Juan and Mendoza regions, such as the Josemar í a and Los Azules copper mines. After these projects are put into operation, they will generate huge export demand, and railways will become their most economical route to Chilean ports.

Hydrocarbon logistics: Targeting the export of petrochemical products from the Wakamurta shale area, while utilizing return shipping capacity to transport fracturing sand and industrial machinery from Pacific ports, forming a two-way logistics loop.

Investment Depression under the Rigi Framework

In order to attract international capital, project delivery will be included in Rigi (according to Law 27568). This law provides up to 30 years of tax and customs stability guarantees for projects with investment amounts exceeding $200 million, which is highly attractive to railway contractors and locomotive manufacturers.
