From mid to late March, four wind power projects were approved consecutively, with a cumulative installed capacity of 1000 megawatts. The concentrated landing of these projects marks the substantial acceleration of wind power development and construction in Heilongjiang Province during the 14th and 15th Five Year Plans, injecting strong impetus into the transformation of black soil energy and the development of green industries.

The four wind power projects approved this time cover multiple regions within the province, with diverse investment entities, including traditional energy central enterprises promoting green transformation, as well as local state-owned enterprises, leading new energy private enterprises, and cross-border new material enterprises participating, forming a dynamic situation of multiple market entities jointly building the new energy industry.

The four wind power projects approved this time have different installation scales and prominent investment backgrounds, demonstrating the new energy layout ideas of different types of enterprises. The 200000 kW wind power project in Honggang, Daqing Oilfield, developed by Daqing Oilfield Honggang New Energy Co., Ltd., is a key measure taken by traditional oil and gas giant PetroChina to promote green transformation based on its own mining areas and surrounding areas, and to implement the strategy of coordinated development of oil, gas and new energy. The project was first approved on March 11, 2026.

The Shangao 300000 kW wind power project in Mingshui County, Suihua City, belongs to Suihua Mountain High tech Energy Co., Ltd. and is affiliated with Shandong Expressway Group's new energy investment platform, demonstrating the cross regional expansion layout of local large-scale state-owned enterprises' new energy business.

The Sunshine New Energy Hulan 300000 kW wind power project is constructed by Harbin Xiyang New Energy Power Generation Co., Ltd., backed by the global leader in photovoltaic and wind power system solutions, Sunshine New Energy, and is an important layout for its deep cultivation of the Northeast wind power market.

The 200000 kW wind power project of Qingdao Baifeng Lithium Battery New Materials Co., Ltd. in Honggang District, Daqing City is developed by Daqing Baifeng New Energy Co., Ltd. The investor, Qingdao Baifeng, is deeply involved in the field of lithium battery new materials. The project is expected to provide green power support for enterprise material production and explore innovative industrial coupling models of green power and new material manufacturing.

Daqing becomes the core layout battlefield

This batch of centrally approved wind power projects presents clear regional focus and industrial linkage characteristics. Daqing City has become the core area of this layout, and two projects have been implemented in Honggang District, with a total installed capacity of 400000 kilowatts. The implementation of the project will not only fully tap into local high-quality wind energy resources, but more importantly, stable access to green electricity will provide direct support for the green and low-carbon transformation of Daqing Oilfield, while also supplying clean energy to high energy industries such as new materials in the region, helping this resource-based city achieve sustainable development.

From the perspective of green power consumption, except for the Sunshine New Energy Project, the other three projects are deeply bound to large investment entities such as oil fields, local state-owned enterprises, and new material enterprises. Green power can meet the green energy needs of investment entities and the industrial chain through market-oriented transactions, direct supply, and other models, making the economic benefits and consumption path of wind power projects more clear and effectively avoiding the problem of new energy consumption.
