On April 10, 2026, the 300000 tons/year sustainable aviation fuel project in Dongjiakou, Qingdao successfully obtained the construction project planning permit, indicating that this key green and low-carbon energy project is about to start substantial construction. The project is invested by Qingdao Shangyu Environmental Protection Co., Ltd. with a total investment of 2.6463 billion yuan. It is located in Dongjiakou Chemical Industry Park in Qingdao, south of Jicheng Road, west of Shugang Road, and east of Henghe River, covering an area of approximately 142.5 acres.

The project planning and construction scale is relatively large, mainly including an annual processing capacity of 400000 tons of waste oil pretreatment equipment, an annual production capacity of 300000 tons of bio aviation kerosene hydrogenation combined equipment, and a light hydrocarbon conversion hydrogen production equipment with an hourly hydrogen production capacity of 25000 standard cubic meters. At the same time, supporting raw material product tank areas, loading and unloading stations, sewage treatment, and public engineering systems are established to build a complete production guarantee system.

The project uses waste oils and fats such as gutter oil and acidified oil as raw materials, with an annual consumption of 400000 tons. Through pretreatment, hydrogenation refining, isomerization and other processes, clean fuels such as bio aviation coal, bio diesel, and naphtha are produced. Hydrogen for refueling is self-sufficient through self built facilities, achieving resource recycling. The device can flexibly switch between SAF and HVO operating conditions, with an annual output of 322400 tons of bio aviation kerosene and 17500 tons of naphtha under SAF operating conditions; Under HVO operating conditions, the annual production of biodiesel is 344000 tons and naphtha is 5500 tons. construction and operation

The project construction period is 18 months and is expected to be completed and put into operation in October 2027. After operation, there will be a staffing of 250 people, and production will be carried out in four shifts and three operations. The annual operating hours will be 8000 hours, and the annual operation will be about 333 days, providing a stable supply of clean and renewable biomass liquid fuel. After the completion of the project, it will process 400000 tons of waste oil annually, improve the resource utilization level of kitchen waste in Qingdao and Shandong Peninsula, and assist in ecological governance.
