The pre qualification announcement for the total price contracting of the construction of the Yining Aksu new railway has recently been officially released to the public. The total investment of this project is approximately 37.716 billion yuan, all of which will be invested in full capital mode, with China Railway Urumqi Group Co., Ltd. as the construction unit. The project is scheduled to commence on June 30, 2026 and be completed on December 31, 2032, with a total construction period of 2376 calendar days.

Project Overview

This project is located within the jurisdiction of Xinjiang Uygur Autonomous Region. The starting point of the line is connected to the existing Yining Station of the Jinghuo Railway, and it runs eastward along the Jinghuo Railway to Buleikai Station, where it merges and branches off into a new line. It crosses the Tianshan Mountains through Gongliu and Xinyuan, and finally ends at the existing Kutaike Station of the Ku'er-Russian Railway; By utilizing and renovating the Ku Russian Railway to connect to the Southern Xinjiang Railway, the railway will be extended along the Southern Xinjiang Railway to Aksu Station.

The total length of the entire line is 798 kilometers, including 460.4 kilometers of the newly built mainline from Buleikai to Kutaike, utilizing 42.7 kilometers of the existing Jinghuo Railway, 67.2 kilometers of the Ku'er-Russian Railway, and 227.7 kilometers of the Southern Xinjiang Railway. The project will synchronously construct a 2.3-kilometer connecting line between the Burie Kaizhan Jinghe direction and this line, upgrade the electrification of the 67.2-kilometer Ku'er-Russian railway, complete the adaptability transformation of four stations including Kizilya, and upgrade the locomotive and vehicle supporting facilities in the Yining and Kuche areas. 31 stations are planned to be built in the new section from Buleikai to Kutaike, with 20 stations to be put into operation in the early stage.

Bidding scope

The scope of this bidding is divided into three major sections: firstly, the construction of the new section from Buleikai Station to Kutaike Station, excluding the four station buildings of Gongliu, Xinyuan, Nalati, and Bayinbuluke, as well as the supporting facilities for passenger transportation without rain shelters. At the same time, the construction content of the DK269+668-DK300+000 section in front of the station is excluded, and the total length of the new line is 460.42 kilometers; The second is the electrification upgrade project of the Kuqa West Station to Kutaiklik Station section of the Ku'e Russian Railway, with a total length of 67.19 kilometers for the renovation of the existing main line; The third is related supporting projects, including the construction of a 1.24-kilometer connecting line in the Jinghe direction of the Bulie Kaizhan station, the upgrade of Kuche West Station, and the addition of a locomotive turnaround section. Among them, 2.35 kilometers of the southern Xinjiang railway down line will be rebuilt, and the Yining Station passenger car maintenance station and locomotive workshop will be upgraded and renovated. After the completion of the project, it will achieve direct connectivity between the Ili River Valley and the Aksu region in southern Xinjiang, completely changing the current situation of railway traffic that requires detours around Urumqi, and reducing the travel distance by about 700 kilometers.
