Fujian Gulei Refining and Chemical Phase II Embarks on a New Construction Journey

On May 25, 2026, the second phase of the Fujian Gulei Refining and Chemical Integration Project's main plant area (excluding the experimental area) foundation pretreatment engineering construction professional contracting section announced the winning bid results, and Jiangsu Huanling Environmental Technology Co., Ltd. successfully won the bid.

The second phase of Fujian Gulei Refining and Chemical Integration Project is currently the largest industrial project with the largest investment volume in Fujian Province. The project is jointly built by Sinopec, Fujian Refining&Chemical, and Saudi Aramco, with a total investment of 71.1 billion yuan. On November 17, 2025, the joint venture entity Fujian Zhong'a Refining and Chemical Company was officially unveiled in Gulei, Zhangzhou, indicating that the project construction has entered a new stage.

The project has a grand scale

The project is located in the Gulei Petrochemical Base in Zhangzhou, with plans to build more than 30 sets of refining and chemical production facilities, including 16 million tons/year refining, 1.5 million tons/year ethylene, and 2 million tons/year aromatics. At the same time, supporting infrastructure such as utility systems, off-site pipe galleries, dock berths, and rear storage tank areas will be constructed. After the project is completed and put into use, it will effectively fill the gaps in the petrochemical industry chain in Fujian Province, build an integrated development system for the entire industry chain of refining, olefins, and aromatics, and have important strategic value in ensuring national energy security and enhancing the stability of the industrial chain and supply chain.

At present, the overall design review of the project has been successfully completed, and all preliminary and construction preparations are progressing steadily and orderly. Construction is advancing at full speed in the first quarter, with project construction accelerating and increasing efficiency, and multiple points starting simultaneously. On January 15th, 17th, 21st, 22nd, and 26th, 2026, the soft foundation pretreatment project for the main plant area of the project started in four, six, five, three, and two zones, and the foundation construction was fully launched.

From February 3rd to 6th, 2026, the overall design review meeting of the project was successfully held in Beijing, with multiple departments from Sinopec headquarters, multiple petrochemical engineering construction units, and relevant local enterprises in Fujian participating in the review. At the same time, the demonstration work for the use of deep-water shorelines in the oil and chemical terminal and general terminal projects was also completed and reviewed in Beijing. On March 11, 2026, the head of the relevant engineering department led a team to the project site to conduct on-site research and supervision on the progress of the construction project.
