At the St. Petersburg International Economic Forum in 2026, Nara Rakesh, the Minister of Education and Technology Industry of Andhra Pradesh, India, held closed door consultations with the executive team of RUSAL, a global leader in the aluminum industry. The enterprise is located in Andhra Pradesh and its core asset is a large alumina refinery with an annual production capacity of 1.5 million tons. Its products are not only supplied to the Indian market, but also exported to overseas markets. This capital alliance paves the way for the deep integration of industries between the two sides in the future.

During the negotiations, the Andhra Pradesh government extended an olive branch for a second phase investment to RUSAL, planning to build an electrolytic aluminum production line in the area adjacent to the refinery. Once formed, locally produced alumina will no longer be exported in the form of primary raw materials, but will be converted into high-purity primary aluminum on site, completely rewriting the low-end industry dilemma of digging and selling soil in the region.
