On the morning of June 23, 2026, the Jiantang Pumped Storage Power Station in Linkou County, Mudanjiang City, a key implementation project of the 14th Five Year Plan for National Pumped Storage, officially started construction.

The project is invested and constructed by Heilongjiang Water Investment Group, with a total investment of 11.063 billion yuan, a total installed capacity of 1.8 million kilowatts, and the installation of 6 single machine 300000 kilowatt vertical shaft single-stage mixed flow reversible water pump turbine units. The comprehensive efficiency is 75%, and the average annual power generation is 1.541 billion kilowatt hours. It is connected to the Heilongjiang power grid at a voltage level of 500 kilovolts, with a total construction period of 78 months. This is one of the largest pumped storage projects in Heilongjiang Province to date, and it is also a key support for the green and low-carbon energy industry layout in Linkou County.

Billion dollar project landing in Linkou

The Jiantang Pumped Storage Power Station is located in Jiantang Town, Linkou County, 46 kilometers away from the county seat and 132 kilometers away from Mudanjiang City. It is a first-class large-scale (1) water conservancy and hydropower project. The hub project covers core facilities such as upper and lower reservoirs, water conveyance systems, underground powerhouses, ground switch stations, and water replenishment systems.

As a key clean energy project promoted during the 14th Five Year Plan period in Heilongjiang Province, the power station will undertake core functions such as peak shaving, valley filling, energy storage, frequency regulation, phase modulation, and emergency backup of the Heilongjiang power grid after completion. It will effectively smooth out fluctuations in wind and photovoltaic power output, improve the stability and safety of the province's power grid supply, and assist in the consumption of new energy and the implementation of the dual carbon goals.

At present, Heilongjiang Province has put into operation about 2.3 million kilowatts of pumped storage installed capacity, with over 5 million kilowatts of projects under construction or to be built. After the 1.8 million kilowatts of installed capacity of Jiantang Power Station is put into operation, it will significantly increase the proportion of pumped storage installed capacity in the province and provide solid support for the construction of a new power system dominated by new energy.
