The National Development and Reform Commission and the National Energy Administration recently issued the "Implementation Measures", which will come into effect on August 1, 2026, clarifying specific measures to expand the consumption of renewable energy and promote its integration. The method focuses on key areas such as industry, construction, and transportation, conducts monitoring and assessment of key industries and new energy manufacturing, and for the first time includes non electric utilization of renewable energy in the assessment scope.
Green hydrogen and green ammonia are no longer concepts
In the past, companies mainly relied on purchasing green electricity to achieve their renewable energy consumption targets. The new method includes non electric renewable energy sources such as green hydrogen, green ammonia, and green methanol in the consumption target, which is the first time at the national level. At present, China's green hydrogen industry is accelerating its landing, and multiple 10000 ton green hydrogen projects have been put into operation in Inner Mongolia, Xinjiang and other places. The demand for green methanol marine fuel in the transportation sector is also growing rapidly. Including non electricity utilization in the assessment can help alleviate the pressure of power grid consumption, expand the application scenarios of renewable energy, and promote emerging industries such as green hydrogen to move from demonstration to scale.
