On July 10, 2026, the National Energy Administration released the "Action Plan for Energy Conservation and Carbon Reduction in the Energy Sector (2026-2028)", which systematically deploys energy production, supply, storage, sales, and the entire chain of energy conservation and carbon reduction work. The goal is to increase the proportion of non fossil energy consumption by about 1 percentage point annually by 2028, strive to increase the proportion of coal-fired power production capacity to the current energy efficiency benchmark level by 15 percentage points, build a number of zero carbon and low-carbon coal mining areas and oil areas, and support the construction of a number of zero carbon industrial parks.

The action plan focuses on both the supply side and the consumption side. Specific measures have been proposed on the supply side for the three major industries of electricity, coal, and oil and gas: the power sector will prudently shut down old coal-fired power units of 300000 kilowatts and below, promote the supercritical cross generation upgrade of 600000 kilowatt units, and support CCUS transformation to reduce carbon emissions per kilowatt hour by about 10%; Promote intelligent mining and clean washing in the coal industry, and encourage on-site development and utilization of photovoltaic and wind power in mining areas; Improve the electrification rate of exploration and development in the oil and gas field, and deploy carbon dioxide oil recovery and storage projects in basins such as Ordos and Bohai Bay.

The focus of consumption is to promote the substitution of non fossil fuels in industries, transportation, construction, and other fields. In the field of transportation, we will clearly promote the large-scale application of new energy heavy-duty trucks, build urban public charging networks mainly based on fast charging, and take the lead in implementing high-power transformation of charging facilities with a utilization rate of over 40% during holidays; The coordinated development of emerging industries such as computing power and green electricity promotes the coordinated operation of computing power.
