The 2026 World Artificial Intelligence Conference and High Level Conference on Global Governance of Artificial Intelligence will be held in Shanghai, China from July 17 to 20, 2026.   Kazakhstan President Tokayev, Cambodian Prime Minister Honmanet, Thai Prime Minister Anuntin, United Nations Secretary General Guterres, as well as official representatives from over 100 countries and international organizations, and guests from the industry, academia, and research communities attended the conference. At an important historical juncture when a new wave of intelligence is sweeping across the world, the conference, with the theme of "Intelligent Partners Creating the Future Together," jointly explores how to promote the global development of artificial intelligence towards goodness and inclusiveness.

The conference believes that the comprehensive reconstruction of the human economic and social development model by artificial intelligence will have a profound impact on the progress of human civilization. The opportunities and challenges brought by artificial intelligence are rising simultaneously. On the one hand, artificial intelligence is deeply integrated into many fields such as industry, people's livelihood, and scientific research, injecting strong momentum into economic transformation, technological breakthroughs, and efficiency improvement. On the other hand, in the continuous iteration process of artificial intelligence, issues such as technological ethics, data security, and regulatory systems have also become prominent.

The conference believes that artificial intelligence is the latest issue in global governance, and we should uphold the spirit of "working together with the world" and establish a new paradigm for global governance through international coordination of artificial intelligence. We should coordinate development and security, balance innovation and governance, take into account national interests and global well-being, adhere to the principles of people-oriented, intelligent for good, fair and inclusive, and collaborative governance, strengthen international cooperation in artificial intelligence, discuss and solve major problems and urgent challenges faced by humanity in the era of intelligence, place international cooperation in building artificial intelligence capabilities in a prominent position in global governance of artificial intelligence, focus on solving prominent problems such as uneven distribution of resources and unequal distribution of power, help countries in the global South benefit equally in the process of artificial intelligence development, assist in implementing the United Nations 2030 Agenda for Sustainable Development, and ensure that artificial intelligence benefits all mankind.

1、 Innovation is the core driving force for the development of artificial intelligence. We advocate cultivating an innovation ecosystem with enterprises as the main body, market as the driving force, application oriented, scientific research as the foundation, and talent as the fundamental. Human beings play a crucial role in the development of artificial intelligence, and we must attach great importance to cultivating talents in the field of artificial intelligence who possess digital and humanistic literacy, innovation capabilities, and a global perspective.       

2、 Promote artificial intelligence to empower thousands of industries and enter thousands of households. Artificial intelligence has distinct empowering attributes, and the "AI+" model should be actively promoted to stimulate global innovation vitality, explore new scientific research paradigms, create new forms of intelligent economy, cultivate a new model of lexical economy based on large models and driven by intelligent agents, work together to promote the transformation and upgrading of traditional industries, the cultivation and growth of emerging industries, and the layout of future industries, and promote the application of artificial intelligence in fields such as science, education, industry, agriculture, health, transportation, climate, environment, and government affairs.       

3、 Open source and openness are important paths for the inclusive development of artificial intelligence. We should encourage the co construction of an open source ecosystem in a responsible manner, actively build an open and inclusive international open source community, respect the independent choices of enterprises, promote the sharing of artificial intelligence research results and technical experience on the premise of valuing intellectual property protection, and enhance the accessibility of artificial intelligence technology and services.       

4、 Data plays an important role in the development of artificial intelligence. We should grasp the characteristics of high liquidity and empowerment of data, deepen the development and utilization of data resources, effectively ensure data security, jointly strengthen personal information protection, accelerate the construction of basic systems such as data property rights, ensure that data is manageable, controllable, and traceable, and promote the orderly flow and efficient development and utilization of data security.       

5、 Develop sustainable artificial intelligence and promote the deep integration of artificial intelligence and energy systems. By deploying large-scale intelligent computing clusters in areas rich in new energy, guiding the coordinated scheduling of computing power load and power resources, paying attention to the impact of artificial intelligence on energy consumption and ecological environment, promoting the green and low-carbon development of artificial intelligence, and promoting the dual empowerment of artificial intelligence and energy.       

6、 Pay attention to the impact of artificial intelligence technology on social transformation, systematically evaluate and respond to the impact of artificial intelligence on employment structure, unleash the potential of artificial intelligence in creating job opportunities, actively carry out artificial intelligence education and skills training, stimulate the innovation and entrepreneurship vitality of the whole society, effectively safeguard the rights and dignity of workers, and build a more warm intelligent society.       

7、 We attach great importance to the security risks brought by artificial intelligence, actively promote the construction of legal regulations, technical monitoring, risk warning, and emergency response systems, adhere to risk orientation and agile governance, explore classified and graded management, build a solid safety bottom line, prevent abuse and misuse, and ensure that artificial intelligence is always under human control.       

8、 The upgrading and iteration of cutting-edge artificial intelligence technologies have brought complex impacts on network security, posing potential threats to critical infrastructure such as finance, electricity, communication, and transportation. Global leading artificial intelligence companies should promote AI research and development with caution, install necessary guardrails for AI models, ensure the secure deployment of cutting-edge models, and prevent systemic risks brought by AI.      

9、 Intelligent agents are a new form of artificial intelligence products and services, and should clarify decision-making authority and behavior boundaries, establish behavior traceability and risk warning mechanisms, focus on enhancing the inherent security capabilities of intelligent agents, and resolve application derived risks.       

10、 We should jointly prevent and combat the abuse and misuse of artificial intelligence technology by terrorism, extremist forces, and transnational organized crime groups, and establish necessary crisis management and emergency response mechanisms internationally.      

11、 We should practice true multilateralism, give full play to the core role of the United Nations in global governance, attach importance to the fragmentation of artificial intelligence in global governance, support the United Nations Global AI Governance Dialogue and the International AI Science Group to play their roles, further consolidate global consensus, share best practices, and ensure equal rights, opportunities, and rules for all countries.       

12、 Explore the joint construction of international economic and trade rules for artificial intelligence, promote inclusive cooperation in the artificial intelligence industry chain and supply chain, support developing countries to participate more in global division of labor, ensure fair participation of enterprises from all countries in international competition, and maintain stability in the artificial intelligence industry chain and supply chain.      

13、 In response to the serious lag in the implementation of the United Nations Sustainable Development Goals, we should persistently promote the implementation of the UN General Assembly resolution on "strengthening international cooperation in building artificial intelligence capabilities", carry out practical cooperation based on the actual needs of developing countries, support countries in exploring their own potential and unique advantages, and share the dividends of artificial intelligence development.       

14、 Accelerate the revision of safety, industry, and ethical standards, taking into account technological progress, risk prevention, and social ethics, establish a standard and regulatory framework with broad consensus, scientific, transparent, and inclusive standards, promote mutual recognition of standards among countries, and reduce the cost and threshold of international cooperation in artificial intelligence.       

15、 Respect the differences in historical culture, social systems, and civilization forms among countries, and protect the diversity of world cultures. Promote the adaptation of artificial intelligence technology to multicultural scenarios, facilitate the creative transformation and innovative development of cultures in various countries, and maintain the diversity of world civilizations and the uniqueness of cultures in different countries.      

During the conference, the signing ceremony of the Agreement on the Establishment of the World Artificial Intelligence Cooperation Organization was held in Shanghai. The World Artificial Intelligence Cooperation Organization is the world's first intergovernmental international organization on artificial intelligence, with its headquarters located in Shanghai. The World Artificial Intelligence Cooperation Organization adheres to the principle of benefiting all, aiming to support countries in the global South to accelerate the development of artificial intelligence, enhance their comprehensive capabilities in innovation, application, and governance, catch up with the wave of technological revolution, and bridge the intelligence gap. The basic principles of the World Artificial Intelligence Cooperation Organization are to follow the purposes and principles of the United Nations Charter, respect the sovereignty and diversity of civilizations of all countries, adhere to equal treatment, practice multilateralism, uphold the concept of consultation, co construction and sharing, and achieve mutual benefit and win-win results.
