In a coffee shop in Almaty, young entrepreneurs can easily obtain their business license with just a few seconds by tapping their phones. Such daily life is quietly reshaping Kazakhstan - from smart government to AI classrooms, the digital wave has penetrated into urban streets and rural pastures, and a silent yet profound national transformation has begun.

Layout digital strategy

Kazakhstan has achieved outstanding results in digitalization and artificial intelligence development. The country has designated 2026 as the year of digitalization and artificial intelligence, implementing eight strategic directions and one hundred development measures, and promoting diversified economic development based on the "Digital Kazakhstan 2029 Strategy". It is predicted that by 2029, digital AI technology will drive an average annual GDP growth of 1.5 percentage points, and can attract market investment of 10.5 to 16.5 billion US dollars within three years.

Improve the development system

Kazakhstan ranks 24th in the world in terms of e-government level, with a public service electronicization rate of 90.4%, and over 90% of services can be handled on mobile phones. AI government advisors have processed over 2 million public demands, and 39 types of digital documents have fully replaced paper documents. Since 2025, a total of over 51.5 million public services have been completed, with mobile government apps equipped with AI search functions and enterprise government platforms completing 4.6 million service transactions. The country took the lead in introducing the "Artificial Intelligence Law" in the region to regulate AI applications, algorithm management, and citizen rights protection. The "Digital Code" will be officially implemented in 2026, clarifying citizens' digital rights and strictly controlling the boundaries of biometric technology use. In 2025, the Presidential AI Development Council will be established to attract top international experts and provide professional think tank support for the national AI strategy.

National level AI infrastructure continues to iterate, with supercomputer clusters ranking among the top 500 in the world and strong computing power. The local government is fully committed to building a world-class AI hub data center valley, implementing a billion dollar digital infrastructure cooperation project. The multi-functional international artificial intelligence center has been officially put into use, with multiple functions including scientific research, education, incubation, and science popularization. The national AI talent cultivation system has been fully launched, providing various types of AI special training and competitions for public officials and enterprise managers, covering thousands of industry practitioners. Domestic AI universities are about to reopen, with tens of thousands of teachers unlocking access to intelligent teaching tools. Youth robot teams have won numerous international competition championships, and talent reserves continue to strengthen.

Digital AI technology deeply empowers the physical industry, and the pilot of autonomous taxis is about to land. The country has continued to increase investment in telecommunications infrastructure, significantly improved network speed, promoted full coverage of rural high-speed Internet, and helped digital inclusion. At the same time, digital scientific and technological innovation achievements in the aerospace field have been implemented, and the application scenarios of scientific and technological innovation continue to expand.
