The main project of the first cross-border cableway project between China and Russia has been completed, and the overall project is expected to be fully completed by 2026. At that time, the efficiency of personnel exchanges between China and Russia will be greatly improved.
Zhang Qijun, Deputy Director of the Heihe Area Management Committee of Heilongjiang Pilot Free Trade Zone in China, announced the above news on August 2, 2026 at the Heihe North Opening Special Promotion Conference of the 2026 Entrepreneur Sun Island Annual Meeting.
As one of the landmark projects of cross-border cooperation between China and Russia, the Chinese side of the China Russia Cross border Cableway Project is located on Daheihe Island in Heihe City, Heilongjiang Province, and the construction party is Jinlonggang Construction and Development Co., Ltd. in Heihe City; The construction site of the Russian side is located in the riverside area of the center of Blagoveshchensk, Russia. The project started construction in July 2019.

Cao Xinhong, Chairman of Jinlonggang Construction and Development Co., Ltd. in Heihe City, said that the horizontal length of this cableway is about 970 meters. The cableway operation system is currently one of the most advanced equipment systems in the world, with two cars, each car carrying 110 people, a maximum operating speed of 12 meters per second, one-way transportation of 6 to 8 minutes, and an annual designed one-way transportation capacity of 2.6 million people.
At the construction site of the Sino Russian cross-border cableway project, it was seen that the tower and support of this cableway have been installed, and the cableway wire rope connects Heihe City and Blagoveshchensk City. From the distant view of the Heilongjiang River on the border between China and Russia, this cross-border cableway is very spectacular.
Zhang Qijun stated that Heihe City and Blagoveshchensk City face each other across the river, with the nearest distance being only about 750 meters. The two sides have close economic and cultural exchanges. After the completion of the China Russia cross-border cableway, Heihe City will build a three-dimensional cross-border transportation pattern of bridges, ferries, and cableways, which will drive the coordinated development of tourism, logistics, commerce, and other industries in the border areas of the two countries.
