The marks of withered yellow rice straw and cracked fields still exist, and Zanzibar is turning the pivot of agricultural transformation onto infrastructure reconstruction. From repairing old irrigation areas to weaving dense digital agricultural networks, a comprehensive resilience construction centered on water and digital intelligence has been launched, opening up a clear path for Chinese enterprises to deeply cultivate the East African market.

Synchronized implementation of policies and finances

On August 8, 2026, the Second Vice President of Zanzibar stated at the closing ceremony of the agricultural exhibition that the government will continue to invest in irrigation, high-quality seeds, animal husbandry, agricultural materials, and the promotion of agricultural research and technology. The Minister of Agriculture has clarified the core development goals: to increase self-sufficiency in food and reduce food imports. Chinese enterprises interested in exploring the East African market can rely on local annual budgets and project lists to obtain precise business opportunities.

The total local agricultural budget for 2026/27 is 181.8183 billion Tanzanian shillings, with development expenditures of 145.06 billion shillings; The total amount of agricultural development projects is 147.732 billion shillings, corresponding to development expenditures of 126.319 billion shillings. This year, 10 agricultural development projects have been finalized, covering six major irrigation areas including roads, wells, warehouses, sun drying fields, and water management equipment. This policy statement has clearly stated financial and project support, and in the future, we can focus on following up on project bidding, award, and fund disbursement. Water conservancy projects will be prioritized for implementation.

Production reduction drives infrastructure upgrade

In 2024, Zanzibar's agriculture will significantly reduce production, making irrigation infrastructure a priority for development. The total agricultural output in the local area decreased from 527800 tons in 2023 to 382900 tons in 2024, a decrease of 27.4%; The production of rice and rain fed rice has significantly declined, with the core reason being extreme weather and a single rain fed mode, resulting in extremely poor agricultural production stability. At present, the local irrigation facilities only cover 2300 hectares of land. Last year, 10 irrigation valleys were planned to be repaired, equipped with machine wells, water pumps, and drip irrigation equipment.

The agricultural project budget for 2026/27 will be significantly expanded, with a scale three times that of the previous year, and the focus of funds will be on agricultural production infrastructure. Related industries such as water pumps, drip irrigation, agricultural machinery, and warehousing can all rely on clear project catalogs to meet market demand, and irrigation area wells and warehousing projects have clear prospects for implementation.

Diversified track opportunities highlight

This year's agricultural projects cover areas such as intelligent irrigation, irrigation area support, storage and drying fields, agricultural machinery and equipment, water resource management, etc. At the same time, it is planned to renovate 10 old warehouses, build 80000 tons of grain silos and central agricultural laboratories, and comprehensively expand the procurement categories. The Food and Agriculture Organization of the United Nations and the World Bank have both deployed agricultural assistance projects in the local area. The $300 million food resilience project has benefited more than a thousand farmers. The demand for infrastructure, equipment, and agricultural technology services is strong, and modular solutions are more suitable for local procurement needs.

The local Kilimo agricultural digital system has officially been put into operation, equipped with a mobile and web based farmer registration system, connected to an official identity platform, and can provide meteorological, soil, pest and disease warning, and agricultural material traceability services. After the system is built, subsequent operation and maintenance, data docking, remote sensing monitoring, irrigation control, and agricultural finance support will become a new cooperation track, and Chinese enterprises that adapt to the system can accurately connect with relevant service needs. At present, China's agricultural technology has been effectively implemented in the local area. The Institute of Thermal Science has completed training on characteristic crop processing technology, and the mushroom grass technology has been successfully applied to local dairy demonstration scenes, driving the demand for forage irrigation support. At present, Chinese enterprises can rely on local Agricultural Bank financing policies to cover up to 75% of project costs, integrate equipment, after-sales, and financing solutions to participate in project bidding. The development needs of Zanzibar's agricultural upgrading and upgrading precisely match the direction of China Africa practical cooperation, and expand broad space for high-quality cooperation in the the Belt and Road agricultural field.
