Recently, the National Development and Reform Commission and the National Energy Administration officially issued the "15th Five Year Plan for the Construction of a New Power System". This five-year special plan provides a clear path for China's power system to move from scale expansion to system optimization, and clarifies the strategic goal of initially building a new type of power system by 2030. With the surge in computing power consumption and the rapid increase in demand for electric vehicle charging, it is expected that the annual average increase in electricity consumption in China during the 15th Five Year Plan period will reach about 600 billion kilowatt hours, equivalent to the electricity consumption scale of an additional medium-sized economy country every year.

Building a main distribution micro collaborative power grid

The plan proposes to focus on building a new type of power grid with main distribution and micro coordination, smooth the transmission channel of clean energy, and enhance the carrying capacity and resilience level of the power grid. The distribution network has been elevated to a strategic level of equal importance as the main network and has become a regional energy allocation center. The plan specifies that during the 15th Five Year Plan period, the distributed new energy capacity of the distribution network will increase by about 400 million kilowatts, the cross regional transmission capacity will increase by 80 million kilowatts, and the inter provincial mutual aid capacity will increase by 40 million kilowatts. By 2030, the scale of West East power transmission will exceed 420 million kilowatts.

Promote the scale of new energy storage

The plan specifies that by 2030, the proportion of non fossil energy generation will reach 50%, and high-level consumption of new energy exceeding 2.8 billion kilowatts will be achieved. During the 15th Five Year Plan period, about 160 million kilowatts of new energy storage will be added nationwide, and by 2030, the installed capacity of new energy storage will reach 300 million kilowatts. The planning requires promoting the transformation of existing new energy storage facilities that meet the conditions, scientifically determining the scale of self use new energy storage in each region, and fully leveraging the role of new energy storage in ensuring the consumption of new energy. Promote the synergy of power computing power

The China Electricity Council predicts that during the 15th Five Year Plan period, the average annual increase in computing power consumption in China will be over 100 billion kilowatt hours, reaching 800 billion kilowatt hours by 2030, accounting for about 6% of the total electricity consumption in society. The plan proposes to coordinate the allocation of energy resources and the construction of computing power facilities, coordinate the planning and layout of computing power and power projects, achieve the goal of strengthening computing power through electricity and promoting electricity through computing, support the development of new models such as source grid load storage integration and green power direct connection relying on computing power facilities, and increase the proportion of green power in computing power facilities.Editor/Gao Xue
