In the old factory area of Pulu Administrative Village, Jubaozhuang Town, Fengzhen City, the shadow of bulldozers has not yet dissipated, and a new bid announcement has been posted on the Inner Mongolia Public Resource Trading Platform. On August 12, 2026, the list of candidates for Section A of the main building installation project of Inner Mongolia Energy Group's Ulanqab 1 × 600000 kW coal-fired power expansion project was released. Three leading power construction companies bid within the range of tens of millions of yuan, competing closely.

This is not drawing a new factory on a blank sheet of paper. The project is located on the reserved expansion end of the original Xinfeng Phase I power plant. Part of the public systems in Phase I have already been built, and this phase of the project only needs to revolve around the newly added Unit 3: heating, fuel, ash removal, water supply, electrical, thermal control, denitrification, as well as office buildings, material warehouses, hazardous waste storage rooms, and factory roads and channels. It is packaged from the floor to the commissioning and operation of the whole machine. The main cooling system, circulating water pump room, auxiliary cooling tower, four major pipeline supports and hangers, and even winter and rainy season construction measures are all tied up in Section A.

Stick to the expansion of the old factory

The total investment of 2.757 billion yuan, spread over a 600000 kilowatt machine, is well calculated. Due to the continued use of the first phase public system, there is no need to repeat the chimney construction or lay all the site leveling in this phase. The construction focus is on the main body of Unit 3 and the expansion interface - the original coal transportation system needs to be modified, new coal transportation facilities need to be built, dry slag removal and pneumatic ash removal need to be reinstalled, and the cold pipes between the main units and the circulating water industrial water pipes need to be reconnected.

The unit itself follows the new generation of coal-fired power standards: 600MW high-efficiency ultra supercritical, one-time intermediate reheating, indirect air-cooled condensing steam type, matched with a 2015 ton/hour DC boiler, synchronized with limestone gypsum wet desulfurization and SCR denitrification, and implements ultra-low emission lines. Northwest Electric Power Design Institute won the top spot in hydropower survey and design with 25.3 million yuan, and the supervision was given to China Consulting Management. The pile foundation project has also been listed; On the host side, Dongfang Electric Group Dongfang Turbine Co., Ltd. has acquired a steam turbine generator (packaged with Harbin Boiler Group Co., Ltd. for a purchase amount of 1.3691 billion yuan, covering two other coal-fired power projects in Ulanqab and Mengneng). The boiler is delivered to Harbin Boiler Factory, and the chain is locked from the paper to the rotor.

The planned construction period is 855 days, and it is expected to start in September 2026 and put into operation by the end of 2028, with an annual power generation of about 3 billion kilowatt hours.

Three strong close bidding

The estimated contract price for section A is 737.32 million yuan, but the actual quotes from all three companies fall within the range of 665 million to 666 million yuan, with a price difference of less than 5 million yuan. This shows the thirst of central enterprises in power construction for high-quality coal-fired power main sections.

For Shandong Electric Power Construction Third Company, this 600000 unit, which is attached to an old factory and has deep peak shaving indicators, is a sample of returning to the domestic new power system scenario after multiple overseas clean coal-fired power projects; For the young soldiers of the two companies, even a tiny difference reflects the intensity of competition in the domestic thermal power construction stock market.

Use green electricity as a stabilizer

Ulanqab is already the core area of new energy in Inner Mongolia, with a total installed capacity of 20.288 million kilowatts of new energy in the city, accounting for about 67% of the total green electricity in the region. It is also one of the eight major hubs of East West Calculation. The output of wind and solar power depends on the weather, and the power grid needs a live power source that "gives way when the wind is strong and rises when the wind is weak".

The role of Unit 3 has been rewritten: it is not a base load that ran at full load in the past, but designed according to the new generation of coal-fired power indicators - deep peak shaving can be compressed to 20% load, load change rate of 2.2%/minute for 50% or more, 1%/minute for the 30% -50% range, and the increase in coal consumption for 30% load power supply is controlled within 20%.
