On the coast of the Yellow Sea, the long dormant coastline of the Liaodong Peninsula has once again been awakened. With the landing of the preliminary project of the first Hualong One nuclear power project in Northeast China, China National Nuclear Corporation (CNNC) has been the first to receive the admission ticket, and a planned clean energy base with a capacity of tens of millions of kilowatts has officially been excavated. The construction of the Northeast coastal nuclear power cluster has thus begun.

Quick start of project

Recently, the first phase of Liaoning Zhuanghe Nuclear Power Plant with a total investment of 44.3 billion yuan has been approved. On August 11, 2026, the bidding candidates for the infrastructure and miscellaneous projects of the project were announced, and the first Hualong No.1 nuclear power project in Northeast China quickly entered the early implementation stage after being approved. All candidate units in this round are from the China National Nuclear Corporation (CNNC), with CNNC 2022 ranking first with a low price and winning the entrance ticket for project construction.

Basic information of the project

The project is located in Lizifang Town, Zhuanghe City, Dalian, adjacent to the Yellow Sea to the south, and is the largest planned nuclear power base in Northeast China. Six million kilowatt Hualong One units are planned to be constructed in three phases with a total investment of 120 billion yuan. The first phase of construction includes units 1 and 2, with an installed capacity of 2.5 million kilowatts. Unit 1 plans to pour its first concrete in June 2027, while Unit 2 is delayed by 10 months. The first unit is expected to be put into operation in 2031.

This section is tendered by China Nuclear Power Engineering Co., Ltd. The construction content includes the construction of the small five connections in the construction area, reservoirs, fences, temporary facilities, and outdoor engineering around the nuclear island; Construction, operation and demolition of safety training experience center and temporary fire station, as well as water and electricity operation and comprehensive environmental services. The construction of the section will commence on September 1, 2026 and be completed on April 30, 2033, with a duration of 2433 days and a maximum price limit of approximately 305 million yuan.

The top three candidate companies in this round are all members of China National Nuclear Corporation. After the project is put into operation, the annual power generation will be 17 billion kilowatt hours, reducing the proportion of thermal power in Liaoning, linking Hongyanhe and Xudabao to form a nuclear power cluster along the northeast coast, and serving the dual carbon goals; The large-scale application of Hualong-1 will promote the maturity and internationalization of domestically produced third-generation nuclear power technology.
