On August 12, 2026, Windey Energy and UAE new energy developer AMEA Power signed an intention to supply wind turbines for the AYSHA I wind power project in Ethiopia in Dubai. The project is located in Somalia Region, Ethiopia, with a scale of 300MW. It is the country's first private renewable energy project at the utility level to be promoted under a public-private partnership framework. From the signing of the power purchase agreement to the approval of financing by the African Development Bank, from the inclusion of 39 wind turbines in the lender's documents to the signing of the supply intention by Yunda, AYSHA I has gone beyond the early conceptual stage and entered the pre construction preparation period.

Intention to supply locked fans

Windey Energy and AMEA Power have signed a wind turbine supply intention contract, but the public materials do not provide the final total supply price, effective conditions of the contract, advance payment, delivery time, warranty, and long-term operation and maintenance arrangements, nor do they disclose the final purchase order or commencement notice. The AMEA Power environmental and social management document lists 39 WD200-7.7MW wind turbines with a hub height of 120 meters and a total installed capacity of 300.3MW. The models have been specifically linked to road, lifting, grid connection, and environmental and social conditions, and the equipment scheme maturity is higher than that of general market promotion or framework cooperation. 39 units are the current technical configuration, and the official manufacturing quantity is still subject to the final contract and design freeze documents.

Steady progress in electricity purchase financing

The project has signed a power purchase agreement, implementation agreement, and land lease arrangement in August 2024, with a term of 25 years. Ethiopian Electric Power Company is responsible for purchasing electricity. The African Development Bank has approved a financing package of up to $110 million and is pushing other development finance institutions to raise approximately $381.1 million in debt. The latest publicly available project cost reference is approximately 508 million US dollars. As of mid August, the AMEA Power project page still lists the status as "under financing". The approval of financing, full implementation of funds, and actual withdrawal are different milestones, and the ability to pay for equipment still needs to wait for the loan agreement and withdrawal conditions to be closed. The tripartite combination is worth paying attention to

AYSHA I adopts a combination of Gulf developers, multilateral financing, and Chinese wind turbines, indicating that Chinese complete machines can enter international project financing structures involving institutions such as the African Development Bank and the International Finance Corporation, while also being subject to scrutiny by lenders on performance, supply chain labor, community impact, and environmental and social management. For wind turbine manufacturers and core component companies, it is necessary to first verify the three milestones of complete financing closure, final equipment contract or purchase order, and commencement notice. Regarding electrical EPC、 Logistics and hoisting enterprises should start their business investment with a written inquiry from the project company or formal EPC, and wait for the final model, grid connection interface, import port, and transportation route to be frozen. The Yunda equipment plan has entered the specific project design stage, and commercial conversion is still before construction.
