The National Development and Reform Commission and the National Energy Administration jointly released the 15th Five Year Plan for the development of oil and gas, which outlines a clear development path for the domestic oil and gas industry in the next five years. The two main themes of energy security and green transformation will run through the entire cycle, promoting the steady progress of the domestic oil and gas industry system towards independent and controllable direction.

Continuous increase in exploration and development efforts

The plan clearly designates key oil and gas basins such as Ordos and Bohai Bay as the core areas for conventional resource exploration, while accelerating breakthroughs in unconventional oil and gas exploration such as shale oil, shale gas, deep coalbed methane, etc., to promote the equivalent production of offshore oil and gas to reach a scale of billions of tons. After a series of exploration and development deployments are implemented, the domestic oil and gas supply will increase to 440 million tons of oil equivalent by 2030, and the total domestic oil and gas production will achieve sustained and steady growth, building a solid defense line for energy security from the resource side.

Synchronized upgrade of pipeline network and reserve system

During the 15th Five Year Plan period, China will add 20000 kilometers of long-distance oil and gas pipelines. By 2030, the total scale of the national long-distance oil and gas pipeline network will reach 220000 kilometers. The connectivity and operational efficiency of the national oil and gas network will be greatly improved, and more urban parks and households will be connected to pipeline natural gas. The scale of supporting natural gas reserves will also continue to grow synchronously, filling the gaps in the storage and transportation links in all aspects.

From upstream exploration and development to midstream pipeline reserve construction, the coordinated promotion of the entire chain will gradually build a modern oil and gas industry system that is independent, controllable, green, and low-carbon by 2030, providing solid oil and gas support for China's energy structure transformation and stable economic and social operation.Editor/Cheng Liting
