On an afternoon in Bandar Seri Begawan, in the signing hall of the Brunei Prime Minister's Office, Chinese and English representatives shook hands and wrote a new chapter on energy cooperation between the two countries in the barren land of the eastern region. On August 13, 2026, China Power Construction and Brunei Electric Power Service Bureau officially signed the EPCIC general contracting contract for the Bukit Panggar Phase II gas combined cycle power generation project, with Water and Electricity Eighth Engineering Bureau as the main force of the group leading the performance front end. The Prime Minister's Office signs a large order

Before the signing ceremony, Zhou Jiayi and Yang Yixin led their team to visit Ambassador Chen Shaochun. Coinciding with the 35th anniversary of the establishment of diplomatic relations between China and foreign countries, the two sides did not engage in clich é d conversations, but instead opened up an Asia Pacific energy map: from Vietnam's Guangze Phase II liquefied natural gas combined cycle power plant to Brunei's Dudong, China Power Construction's gas power generation in Southeast Asia is being connected. In his speech, Deputy Permanent Secretary of the Brunei Prime Minister's Office Jamla made it clear that this project is not an ordinary expansion, but an important strategic investment to strengthen the country's power generation capacity and enhance the resilience of the power system. It not only needs to withstand the growth of industrial electricity consumption, but also needs to improve fuel efficiency. The scope of the contract covers the entire process of design, procurement, construction, installation, and commissioning, with a total construction period of 31 months, expected to end in 2029.

215 MW breakthrough

Bukit Panggar Phase II is located in the eastern part of Brunei, with an additional installed capacity of 215.46 megawatts. The numbers are not large, but the weight is significant - this is the first gas-fired power plant project won by a Chinese company in Brunei, and it is also a key leap for Electric Power Construction to enter the power plant from dams in Brunei.

More noteworthy is the technical logic. The first phase of the power station was previously constructed with the participation of China Electric Power Construction. After the second phase was launched, the high-temperature flue gas emitted by the gas turbine no longer dissipated in vain, but was fed into the steam turbine to generate electricity again. The combined cycle boosted the system efficiency from less than 30% to over 50%. For Brunei, which relies on oil and gas for its livelihood and must face the pressure of energy transition, this means that the same cubic meter of natural gas can be exchanged for more kilowatt hours, leaving room for future industrial investment.

The pace is also unusually fast: the signing on August 13th and the kick-off meeting on August 15th were held in the original Phase I administrative building, with the DES Executive Director, resident representatives, and project team all present, and the performance button pressed directly.

Electric Power Construction deeply cultivates Brunei

If we go back to 2010, China Power Construction's first footprint in Brunei was the Uludong Dam - the project known locally as the Wenlai Three Gorges, which was handed over in 2018 and solved the problem of drinking water and flood control for 250000 people. From dams to power plants, the clue for Electric Power Construction in Brunei is always the same: first fill in the gaps in infrastructure, and then accompany the host to discuss economic diversification.

This time, the Water and Electricity Eighth Bureau took over the EPCIC general contractor, with the support of the entire industry chain of the group - the survey and design subcontracting has been put on the grid, with preliminary design, construction drawings, and completion drawings in one go; On site construction, equipment installation, individual debugging, and overall joint debugging are all coordinated by our own personnel. The tone set by Yang Yixin at the pre departure meeting was very straightforward: safety, quality, and progress should not be spent, and local employment and technical personnel training should be included in the performance plan, not additional issues.

Zhou Jiayi's briefing to the embassy is more long-term: Brunei is not just a market for power stations, water supply networks, sewage treatment, coastal roads, and industrial zone supporting facilities are all blank spaces to be filled in. The 2035 Vision aims to integrate power generation, water supply, logistics, and industry. Electric Power Construction wants to cultivate the model farmland in Dudong and replicate it in Mora and Silia.
