The largest confidential token factory in China (Inner Mongolia) Pilot Free Trade Zone, Hohhot Area and Helingeer New Area, has officially started operation. The mobile engine confidential model service jointly developed by China Mobile Intelligent Computing Center and Volcano Engine, relying on a domestic intelligent computing cluster with a capacity of 10000 cards, marks the official transition of the domestic computing power industry from the expansion stage of scale to a new stage of high-quality development focused on security.

Three layer logic reconstruction of computing power industry rules

The core breakthrough of this confidential token factory is firstly to compress the security boundary directly from the traditional computer room wall to the computing core level. The end-to-end encrypted confidential computing system built on the TEE trusted execution environment enables data to be inaccessible, models to be inaccessible, and processes to be traceable, making sensitive data in fields such as government and finance truly usable and invisible.

In terms of operation mode, it breaks the traditional logic of selling computing power on a per machine basis and instead uses Token tokens as the standard unit of measurement. The entire production and settlement process is completed in a closed loop within the free trade zone, transforming high-quality computing power into standardized products that can be operated independently.

In terms of openness, this full chain encryption system is not only a security lock serving the domestic market, but also a passport for cross-border computing power services, laying a reliable and secure anchor for computing power and large models to open up to the north and radiate to Europe and Asia.

Ladder layout builds a reliable foundation for East Calculation and West Calculation

The current computing power construction in Helingeer New Area is steadily advancing at a hierarchical pace, with 100000 card level and 200000 card level intelligent computing clusters accelerating investment and construction. The medium - and long-term blueprint for million card level computing power has been clearly implemented. As of the first half of 2026, the proportion of green computing power in Helingeer New Area has increased to 92%. Relying on the abundant local wind and photovoltaic resources, the PUE value of computing power has been steadily controlled below 1.15, far below the average level of national intelligent computing centers. By combining the policy innovation advantages of the pilot free trade zone, the local area is forming a unique development path of green base, security core, and free trade innovation.

Starting from a confidential token factory, Helingeer New Area is exploring a new and trustworthy development path for the national computing power industry.
