On August 22, 2026, the 2026 Green Computing Artificial Intelligence Conference was held in Hohhot, and 13 key projects were signed for the Helinger Cluster, with a total investment of 136.1 billion yuan. Behind the implementation of billion level computing power projects, Inner Mongolia is rapidly building the most complete green computing power industry chain in China by relying on locally abundant green power resources.
Hu and Wu collaborate to layout the entire industrial chain
The 13 projects signed this time have landed in Hohhot and Ulanqab, covering multiple core areas such as chip testing, equipment manufacturing, computing power centers, and word element factories. This marks the formation of a complete industrial loop in the Helinger cluster, including upstream hardware equipment and core testing, midstream computing infrastructure supply, and downstream AI word element generation applications.

The total investment of the 8 projects implemented in Hohhot exceeds 80 billion yuan, including core projects such as the volcanic engine gigawatt level park and the Cambrian chip laboratory. Among them, Wanguo Data plans to invest 20 billion yuan in the next five years to build an integrated green advanced demonstration data industrial park, achieving high proportion renewable energy coverage through models such as green power direct connection and incremental distribution network.
The five projects implemented in Ulanqab focus on collaborative computing and zero carbon intelligent computing, with a total investment of over 50 billion yuan, which will further amplify the local green power resource advantages and strengthen the cluster's computing power supply capacity.

Rapid expansion of zero carbon computing power cluster scale
In this contracted project, multiple GW level zero carbon computing power bases are being promoted simultaneously. The total planned IT capacity of the zero carbon computing power base built by CICC Data in Helingeer New Area is 1.2GW, and the first batch of 420MW projects will be quickly put into operation at the speed of signing the contract, acquiring land and starting construction. This is also the second large-scale zero carbon computing power park laid out by CICC Data in Inner Mongolia hub.
Jiangtian Data has established a zero carbon intelligent computing base in the Right Wing Middle Banner of Ulanqab, with a total planned land area of 1600 acres and a total IT capacity of 1.5GW. It will rely on local wind and photovoltaic resources to achieve deep collaboration in computing. The collaborative integration project of computing power implemented by GCL Energy Technology will establish a direct link between green power production and computing power consumption, further reducing the carbon emissions level of the computing power industry.
