A customs clearance revolution is quietly taking place on the border lines of Central Asia, from Alembert to Zaisan. Kazakhstan and Russia recently held working talks on the frontline of ports, launched the modernization of 30 highway ports, opened up the blocking points by digital means, and accelerated the cross-border logistics along the the Belt and Road.

Launch port upgrade project

Kazakhstan plans to modernize 30 highway ports along its borders. At present, the three ports of Alembert Orlsk, Sremu Mashtakovo, and Hosak Pavlovka have entered the construction phase.

In order to implement the instructions of the head of state on upgrading ports, representatives from the transportation and border departments of Kazakhstan and Russia held working talks at the Alembert highway port. Both sides exchanged ideas on the development of cross-border transportation, improving port capacity, and enhancing border infrastructure. The key topics of this meeting are the management of vehicle congestion and the optimization of customs clearance procedures.

Promote the digital upgrade of customs clearance

Both parties are exploring the integration of customs clearance information systems, implementing digital measures such as electronic freight documents, electronic access systems, inspection data exchange, electronic seals, and unmanned transportation. According to the plan, some port renovations will be completed by the end of 2026, and the remaining projects will be completed by 2027. The talks finalized the follow-up cooperation arrangements. After the transformation is completed, it will improve the port transport capacity, shorten the customs clearance time, facilitate cross-border transport practitioners, and help improve the quality and efficiency of the the Belt and Road cross-border logistics channel.
