A floating dock has quietly been completed in the Persian Gulf waters at the northern end of Oman. The first oil and gas EPC project of China Communications Construction Corporation (CCCC) has reached a critical milestone, with all single point mooring systems completed. This marks that Chinese infrastructure state-owned enterprises are extending their traditional infrastructure advantages to high-end marine engineering, opening up new space for the Middle East energy market.
The project has reached a critical milestone
According to the Floating Ocean Society, on August 30, 2026, the construction of the single point mooring system for the Oman National Oil Company's strategic fuel reserve project, which is under the responsibility of China Communications Construction Corporation, was completed. This is a major breakthrough in offshore engineering, laying the foundation for subsequent offshore installations. This project is the first oil and gas EPC project of CCCC, with a total investment of 222 million US dollars and a construction period of 3 years. It will construct facilities such as single point mooring, submarine pipeline optical cable, and onshore storage tanks. After the project is put into operation, it can ensure 60 days of operation and strategic oil supply in Musandam area, and cope with energy crises such as fuel supply shortages.

The advantages of core equipment are highlighted
Single point mooring, also known as offshore floating docks, can be used by large oil tankers to load and unload crude oil in deep water. It relies on anchor chains to fix the seabed and can adapt to complex sea conditions. It is a key facility for offshore oil and gas development. There is relatively little practice of this type of engineering in China, and CCCC Third Harbor Engineering Co., Ltd. has taken this opportunity to fill the gap in the group's single point mooring technology and help expand its offshore business. The project will be constructed to high standards throughout the entire process.

During the model design audit phase in October 2025, the project will utilize high-definition video and 3D cloud collaboration to build an online audit system, overcoming cross-border travel restrictions. Around the three directions of structure, accuracy, and data, cloud verification was conducted on 15 key indicators, all of which met international marine engineering standards. The audit efficiency was improved by 40% compared to the on-site mode.
The industry has profound value and significance
The completion of single point mooring construction represents the accelerated entry of Chinese infrastructure state-owned enterprises into high-end offshore engineering. By relying on the prefabrication of large components and the accumulation of complex environmental construction, we extend the advantages of traditional infrastructure to marine engineering. The project verifies the strength of central enterprises in cross domain integration and adaptation to international standards, demonstrating the transformation of the national infrastructure team towards marine energy equipment manufacturing, and opening up new space for participating in global marine engineering competition. This project belongs to Oman's national energy strategy, and after completion, it will enhance the local fuel reserve and distribution capabilities to ensure regional energy security. As the first oil and gas EPC project of CCCC, it has also accumulated valuable experience for Chinese enterprises to explore the Middle East energy engineering market.Editor/Gong Ziwei
