Under the porch of the Harmony Palace in Bishkek, the morning light falls on the moment when the two heads of state shake hands on August 31, 2026. Kyrgyzstan's Foreign Minister Kulubayev later admitted to the outside world that this state visit is not the end of a certain stage, but the beginning of a new stage of Kyrgyzstan China partnership, and the cooperation between the two countries is gaining new strategic momentum.

Treaty Anchors Generational Friendship
The permanent neighborly friendly cooperation treaty signed this time provides an important legal basis for China and Kyrgyzstan to firmly support each other, and also means that the neighboring countries on both sides of the Tianshan Mountains have included "good neighbors and good partners" in their long-term framework. Accompanying the writing was the Joint Statement on the Comprehensive Strategic Partnership for High Quality Development in the New Era. After the talks, the two sides exchanged texts in areas such as investment, transportation, customs, and sister cities, as well as documents related to economy, trade, science and technology, education, and media. Over 30 bilateral cooperation documents were signed during this visit.
From high-level strategic guidance to local government coordination, from border ports to university classrooms, a collaborative network covering politics, security, development, and humanities is tightening.
The railway connects the dreams of a land connected country
At the negotiating table, the China Kyrgyzstan Uzbekistan Railway was repeatedly named as the highlight. Jifang not only regards it as a cross-border railway, but also as a logistics center, industrial park, incubator for new industries and employment opportunities. The railway within Jilin Province is about 304 kilometers long, requiring 29 tunnels and 50 bridges, with a bridge tunnel ratio of nearly 40%. Currently, multiple construction sites are advancing simultaneously, with over 10000 personnel and more than 7000 sets of machinery deployed on site, and the overall progress is about 17%.

After the opening of the road, the land route from China to Europe and the Middle East will be shortened by about 900 kilometers, and the delivery time will be shortened by 7 to 8 days. Kyrgyzstan, a landlocked country long trapped by mountains, is expected to transform from a landlocked country to a landlocked country that connects East Asia, Central Asia, West Asia, and Southern Europe. Modern warehousing, agricultural product processing, and supporting services are planned along the route, with builders from the Three Kingdoms working side by side. Young people from Jilin learn scheduling and maintenance at the Luban workshop. The railway is not just about steel and cement, but also a way out for several generations.
Joint efforts are being made on port routes
Outside of the hard channel, Soft Connect synchronously accelerates. The Biedieli Port and the Balskon Biedieli Uchitupan Aksu Corridor are separately emphasized, and the Jilin side is promoting the modernization of ports, digitalization of customs procedures, and raising the traffic ceiling. The direct flight network extends to two cities and two provinces, and business, tourism, study abroad, and youth exchanges have become commonplace with the increase in flight numbers.

On the economic and trade side, the Jilin side is closely monitoring Chinese dining tables and e-commerce shelves, hoping to allow more beef, mutton, honey, and fruits to be recognized through cross-border e-commerce and quality standards; The Chinese side has expanded access to high-quality agricultural products, and both sides have signed documents on e-commerce, quality control, safety standards, etc. In the multilateral arena, the United Nations, the Shanghai Cooperation Organization, and the China Central Asia mechanism have all been brought into the agenda. After Kyrgyzstan was elected as a non permanent member of the Security Council, the coordination between the two sides in global governance has become smoother.
Kurubayev left the words for the next step: after the agreement is signed, the real test is the implementation between governments.
