From the Polofen High Plains Wind Farm to the Vientiane Plain Photovoltaic Power Station, wind turbines and transmission towers are intertwined. The cooperation between China and Laos in green energy is no longer just about equipment output, but has shifted towards the full chain integration of capital, technology, standards, and talent, moving from single point projects to industrial ecological collaboration.

Realizing high-altitude wind resources

The Boluofen Plateau in Laos has superior wind resources. In 2020, Mingyang Intelligent signed a contract with Laos for the Basong wind power project, with a planned installed capacity of 512 megawatts and an annual power generation of 1.3 billion kilowatt hours, promoting the implementation of Laos' new energy from the plan. Mingyang Intelligent has been deeply involved in wind power for more than 30 years, with products and services covering the world and 12 projects implemented in eight Southeast Asian countries. The Basong project is a typical representative of China's mature wind power technology for export.

Model innovation, value co creation

China Laos energy cooperation has bid farewell to simple equipment sales and shifted towards a new model of joint venture construction and joint operation. The Laos section of the China Laos 500 kV interconnection project is constructed by the joint venture between China Southern Power Grid and Laos State Power. The joint venture platform synchronously cultivates local talents and has trained over 2000 Laotian power industry personnel to enhance local independent operation and maintenance capabilities. The investment entities are becoming increasingly diverse. Guiguan Power plans to collaborate with enterprises to jointly build the Namo 500 MW photovoltaic project, with a total investment of 1.621 billion yuan. The Wanxiang Nabang 80 MW photovoltaic project has been connected to the grid. Central and local state-owned enterprises join hands to form a joint force for energy investment.

Chain collaborative soft link foundation building

At the South China International Fair, Yunda International and CGN signed a second phase wind power supply agreement for Laos, with a total amount of 1.1 billion yuan, driving Yunnan's wind power equipment industry chain to go global and forming a complete closed loop of supply, construction, and operation and maintenance. China General Nuclear Power's clean energy base in northern Laos gathers over 70 Chinese and Lao enterprises, including more than 30 local enterprises in Laos. Industrial cooperation has expanded from single point projects to networked industrial chains.

Transmission towers are hard connected, while standards and finance are soft connected. In March 2026, the Laos Clean Energy Power Standard Research Institute was established in Vientiane to promote mutual recognition of power standards and lower the threshold for cooperation. Financial support continues to be strengthened, with multiple banks forming a consortium to provide financing for the Nabang Photovoltaic project. Both sides have also launched joint research on green certificates, extending cooperation from electricity trade to the field of ecological rights.

The Mengsong 600 MW wind power project undertaken by China Power Construction is the first wind power project in Laos and the largest single wind farm in Southeast Asia. It will achieve full capacity production by 2025.
