Tower cranes stand tall, and welding sparks splatter. In Hexi New Energy Base at the edge of Tengger Desert, a million kilowatt peak shaving power station is rising. As a stabilizer for the Longdian Zhejiang Ultra High Voltage Project, this power station carries the mission of transporting Gobi green power across thousands of miles to Jiangnan. Now, the project has entered the final stage of the main body, and the winning bid for the road engineering in the factory area has been announced. China Construction Third Engineering Bureau will undertake the construction of supporting roads and make every effort to ensure that the two units are put into operation on schedule, pressing the accelerator button for the construction of the external transmission channel of the Northwest Shagehuang Energy Base.

Closing sprint acceleration

On September 9, 2026, the Jinchang 2×1000 MW peak shaving coal power project supporting Hexi New Energy Base in Tengger Desert, Gansu Province, with a total investment of 8 billion yuan, ushered in new progress. As an important peak shaving power source for the Longdian Zhejiang Ultra High Voltage Direct Current Project, the results of the bidding candidates for the asphalt road project in the project plant area have been officially announced, marking the final sprint towards the production targets of Unit 1 on September 30 and Unit 2 on November 30.

Strategic support empowerment

This project is a key supporting peak shaving project of the National Tengger Shage Wilderness Wind and Power Base, located in Hexibao Town, Yongchang County, Jinchang, Gansu Province. It plans to construct 2 million kilowatt high-efficiency ultra supercritical air-cooled coal-fired units, and synchronously provide desulfurization and denitrification environmental protection facilities. The project integrates coal power, new energy and power transmission channel to provide stable peak shaving support for new energy transmission in Tengger Desert. The annual coal consumption of the project is 3.73 million tons, and the annual power generation after production can reach 9 billion kilowatt hours, ensuring that clean electricity from Gansu is transmitted to major consumer provinces such as Zhejiang through ultra-high voltage channels.

Central enterprises relay to tackle challenges

The scope of this bidding includes the construction of asphalt roads in the factory area and entering the factory, installation of curbstones, installation of manhole covers and rainwater grates, repair of old roads, and laying of bare soil and gravel. The project has completed the ignition of boiler No.1 on July 26, 2026, and is currently entering the commissioning sprint stage, implementing a segmented and interlaced construction mode. The total construction period of the project is 120 days, and the key construction period of the main road is only 75 days. Accurately matching the commissioning node of Unit 1 is the core guarantee for the entry of project equipment and coal transportation. After bidding by state-owned enterprises, China Construction Third Engineering Bureau ranked first with a bid of 8.520199 million yuan, while China Railway 14th Engineering Bureau ranked second with a bid of 8.814877 million yuan. China Construction Third Engineering Bureau won the construction rights for supporting projects with its price advantage.

At present, the project is carrying out various tests before steam blowing and unit start-up. The road engineering will ensure the smooth transportation of commissioning materials and project inspection and survey work. The contractor needs to efficiently coordinate and interweave construction within a short period of time, testing their comprehensive construction capabilities. As a key energy project in Gansu Province during the 14th Five Year Plan period, this project has outstanding value. One is to effectively solve the intermittent problem of new energy power generation and ensure the stable operation of Long Power entering the Zhejiang ultra-high voltage power grid; The second is to innovate the coordinated development mode of thermal power and new energy, providing a demonstration model for the construction of the large-scale Shage Desert energy base in Northwest China.
