In Dubai, the never-ending dream city, the skyline once again welcomes a new protagonist. Dubai Holding and CSCEC ME have recently reached a heavyweight cooperation, and a landmark headquarters and high-end residential complex are about to be erected. The design blueprint has been finalized, and the construction curtain has opened. Chinese construction forces will continue to write new legends on this hot land.

Project Overview

Recently, Dubai Holding signed a construction contract with CSCEC ME worth a total of 5 billion dirhams, equivalent to approximately 1.36 billion US dollars. Dubai Holding stated that this contract is the largest single construction project in the history of the group. This contract includes two projects. Upon examining the project design units, it can be observed that SOM is responsible for the new headquarters building, while SCDA Architects designed the Emirates Towers. Both design agencies are not Chinese enterprises, and the construction tasks are undertaken by CSCEC ME. This signing is a construction contract, and CSCEC ME, as the construction contractor, will not participate in project investment, development, and holding work. The cost, contracting mode, and payment details of the two sub projects have not yet been disclosed to the public.

Key points of the project

The design phase has been closed, and SOM and SCDA have all been finalized. Both project design teams have been confirmed and the design consulting work will not be adjusted. Focus on deepening construction design and material supply related work in the future.

From the characteristics of the announced projects, the headquarters building adopts a circular structure with a central open-air atrium and a large platform, which is likely to involve irregular steel structures, unit curtain walls, atrium landscapes, and mechanical and electrical installation engineering; 754 branded residences, including bulk decoration, elevators, smart homes, and hotel style operation and maintenance systems. The official revealed that the headquarters project is designed according to the low-carbon and sustainable concept, and will use high-efficiency HVAC, energy-saving lighting fixtures, and green building materials certification. Specific procurement information is subject to the project bidding announcement.

The projects are planned to open in 2029 and be delivered in 2030, and the corresponding procurement requirements will be released in batches within the corresponding construction period, without a one-time centralized bidding. Tracking the progress of two projects separately is more accurate than simply judging based on a total amount of 5 billion.

CSCEC ME Strength

CSCEC ME entered the UAE market in 2003 and has completed over 110 large-scale projects in the Gulf region, covering residential, commercial, hotel, and infrastructure sectors. The signing ceremony was witnessed by Sheikh Ahmed bin Said Al Maktoum, Chairman of Dubai Holdings, and attended by Ou Boqian, Consul General of China in Dubai and Northern Emirates.
