In the early morning on the east coast of the Red Sea, on a desert in the northeast of Jeddah, the sand and soil crushed by bulldozers has formed a road, and rows of metal supports are neatly arranged in the morning sun, like a formation waiting for inspection. On September 3, 2026 local time, two events were held at this construction site: one was the official launch of the photovoltaic module installation project, and the other was to celebrate the project's cumulative achievement of 5 million safe working hours. For builders, the former means that the power plant is starting to grow flesh and blood, while the latter means that thousands of days and nights have not been wasted.

A major project in the desert

The Saudi Fulis 2GW Photovoltaic Power Station is located in the northeast of Jeddah City, Mecca Province, western Saudi Arabia. It is an important component of Saudi Arabia's 2030 Vision New Energy Plan and is jointly constructed by CEEC, Guangdong Thermal Power, and Northwest Institute. After the completion of the project, the average annual power generation will reach 5.97 billion kilowatt hours, which will effectively optimize the local energy structure and promote green and low-carbon development.

This is also another drop in CEEC's deep cultivation of the Saudi market. Previously, the company had built a 2.6 gigawatt photovoltaic power station in Alshubach and a 2 gigawatt photovoltaic power station in Harden here; In 2025, the China Energy Alliance signed three general contracting contracts for Shakira 1 GW wind power, Stella 2 GW wind power, and Forise 2 GW photovoltaic power, totaling approximately 2.745 billion US dollars, equivalent to approximately 19.554 billion yuan. According to Saudi Arabia's plan, the installed capacity of renewable energy will reach 130 gigawatts by 2030 and achieve net zero emissions by 2060. China's construction is becoming an important driving force for this transformation.

From civil engineering to installation

Since the commencement of the booster station project and the completion of the first pile foundation construction, the project department has scientifically organized the construction, strictly implemented engineering standards, efficiently completed pre work such as site leveling and support installation, and taken multiple measures to ensure the stability of the material supply chain, successfully achieving the key process transition from civil construction to large-scale component installation. According to the plan, the project construction period is 26 months, and it is expected to achieve commercial operation in the fourth quarter of 2027.

Parallel safety and quality lines

Desert construction, safety is the bottom line. The project department integrates domestic and foreign safety management systems, continuously carries out graded risk control, hidden danger investigation, all staff training, and emergency drills, implements safety responsibilities to every position and every work surface, and promotes the safe and efficient performance of the project.

At the same time, the Saudi PIF5 wind power project department, which was constructed by the same joint venture, also focused on enhancing the quality and technical foundation capabilities and improving the level of quality and safety assurance, and officially launched the 2026 Quality Month series of activities. The joint venture project department, Chinese and foreign management teams, and technical backbone participated in the launch ceremony. As the world's largest onshore wind power under construction, the PIF5 wind power project in Saudi Arabia consists of two sub projects, Shakira 1 GW and Stella 2 GW.
