Recently, Tajikistan President Rahmon presided over the first meeting of the Presidential Digital Economy Development Committee, with members of the committee and representatives from various ministries attending. The meeting reviewed the key directions and supporting measures for the implementation of the "Medium term Development Plan for Tajikistan's Digital Economy from 2026 to 2030", and studied proposals related to the comprehensive digitization of government services and database integration. Rahmon pointed out that the establishment of this committee is a continuation of the country's policies to promote economic modernization, improve governance, and tap into the potential of digital technology. Tajikistan has designated the period from 2025 to 2030 as the year of digital economy and innovative development, and has formulated a mid-term plan to lay the institutional foundation for digital construction.

Four principles of digital construction

Rahmon proposed four principles for digital construction: achieving practical results in serving people's livelihoods and the economy, building a unified national digital infrastructure, implementing data submission only once, and ensuring equal access to government services for citizens. At present, Tajikistan has launched a batch of information systems and e-government services, but there are still problems such as system decentralization, duplicate data collection, incomplete elimination of paper-based processes, and unclear effectiveness of some projects. The President emphasized that digitization should be based on improving people's livelihoods, saving costs for both the public and businesses, enhancing governance transparency, and strengthening the country's economic competitiveness.

Eight key development directions

The meeting determined the key development directions of the digital economy: unifying the digital governance system, improving digital infrastructure, building a national data and government registration database, fully digitizing government services, digitizing the real economy and social fields, cultivating digital talents and digital innovation and entrepreneurship, attracting investment, developing artificial intelligence, and strengthening network security. Governments at all levels will establish dedicated technical personnel to connect with the Innovation and Digital Technology Bureau. Each department will quickly integrate its business into the unified government platform, simplify its workflow, and eliminate duplicate materials. The communication department focused on expanding Internet coverage in remote areas. The customs took the lead in formulating a paperless road map for customs clearance, and multiple departments jointly studied the introduction of social capital and supported digital entrepreneurship. Incorporate assessment and strengthen responsibility

The government will include the effectiveness of digital construction in the assessment of department heads, and department leaders will take personal responsibility for system integration, data quality, service simplification, fund utilization, and actual project results. The education system optimizes talent cultivation according to market demand, strengthens the digital literacy of the entire population, and researches compliance applications of artificial intelligence and network security protection solutions. Rahmon concluded that the committee should become a strategic decision-making platform, breaking down departmental barriers and implementing strict supervision of project implementation effectiveness.
