At the 4th Digital Xinjiang Innovation and Development Forum, Karamay officially released the urban super agent. After months of practical training, 21 intelligent agents have been integrated, of which 16 have been put into trial operation, covering fields such as civil affairs, investment promotion, medical insurance, public security, and natural resources. This is Huawei's first city level super intelligent agent benchmark in the country. In the past, we had to run a 20 day low-income verification, but now the results will be available in a few minutes; In the past, it was difficult to find effective merchants by casting a net everywhere for investment promotion. Now, it takes one or two hours to accurately target the target enterprises. This is not a simple upgrade of the government system, but a reshaping of a city's digital DNA.

From urban brain to urban intelligent agent

Liu Zhe, head of the Artificial Intelligence Department of Karamay Digital Development Bureau, explained that the urban super agent is not an AI tool that can chat, but an intelligent ecosystem that can perceive, think, analyze, and make decisions. In the past, urban brains would only stare wide eyed, but now urban super intelligent bodies roll up their sleeves and do it themselves. In the past decade or so, smart cities have deployed a massive number of cameras, installed numerous large screens, and built a bunch of digital systems. However, pain points have always been present: when cameras capture missing manhole covers, manual phone calls and orders have to be made, and various digital systems are managed separately and cannot cooperate, but still need to be manually connected. The urban super intelligent agent precisely fills the gap of the central commander-in-chief who can be uniformly dispatched. Unified identity, unified entrance, unified scheduling, give it a question and answer in seconds, give it a goal and immediately mobilize various intelligent agents to cooperate in combat.

Verification of subsistence allowances and practical investment promotion

In the past, for the verification of eligibility for subsistence allowances, clerks had to go to multiple departments such as public security, housing and construction, and social security to inspect properties, vehicles, social security, and land one by one, which took at least 20 working days. Now the clerk only needs to say a sentence to the intelligent agent to verify whether someone meets the eligibility for subsistence allowance application. After the central system understands, it will immediately dispatch 5 departments' intelligent agents to work together, and an economic verification report will be automatically generated every two to three minutes. In terms of investment promotion, in the past, it was difficult to guarantee the effect of investment promotion cadres flying around the country. Now, investment promotion agents first read the Karamay 15th Five Year Plan and the direction of industrial development, automatically lock the key projects that need to supplement the chain, extend the chain and strengthen the chain, accurately match the clues of high-value enterprises, and make clear who to look for, where to look for, and how to talk about investment promotion. Digital genes nurture intelligent agent economy

Huawei's first urban super agent settled in Karamay because of the city's digital gene. Karamay was born of oil. As early as the beginning of this century, it began to think about how to deal with the oil exhausted city. In 2012, China was the first government cloud in the world to settle here, and it has been 14 years since we joined hands. Since February 2026, Karamay has set up the first special class of artificial intelligence plus work in Xinjiang, with three training sessions covering more than 230 business backbones. At present, 1.37 million knowledge bases and over 120000 knowledge slices have been fed into urban super intelligent agents. The intelligent agents designed by various commissions match policies, verify policies, and form conclusions based on permissions. The completed tasks also form new cases that flow back to the knowledge base, allowing the agents to continuously iterate on their own. Zang Yiming, member of the Party Leadership Group and deputy director of Karamay Digital Development Bureau, said that urban super agents, like power grids and road networks, are new infrastructure and will breed a new species - agent economy.
