In the Nangang Industrial Zone by the Bohai Bay, a billion dollar new material industry fortress is rising from the ground. Faced with a huge and complex engineering volume, approval services are no longer cold checkpoints, but have become accelerators for project construction. With the clearance of the final batch of fire design reviews, this joint construction battle between government and enterprises has officially sounded the charge for speeding up.

Recently, the first phase of Tianjin Xinhecheng New Materials Industry Chain Project successfully completed the final batch of fire protection design review, and all the review work for the first phase has been completed. The project has entered the accelerated construction stage. This progress is a typical achievement of Tianjin Economic Development Zone's deepening of Taida industrial reform and precise service for major industrial projects.

The outstanding level of the billion dollar project

The Tianjin Xinhe Billion New Materials Project is a key municipal project with a total investment of 10 billion yuan and an area of 380000 square meters. It is the core layout for enterprises to lay out high-end new materials. The project will establish a complete industrial chain of adiponitrile, hexamethylenediamine, and nylon 66, with products covering fields such as automobiles, new energy, electronics, and electrical appliances. After the project is put into operation, it will break through key technological barriers, achieve independent and controllable high-end materials, improve the regional new material industry chain, and help build a world-class chemical new material base.

Batch approval for efficient empowerment

The first phase of the project has a construction area of 185000 square meters, including more than 50 individual buildings, with large volume, complex technology, and tight schedule. The Nangang Planning and Construction Office will establish a full chain service mechanism, intervene in the preliminary work of the project in advance, and follow up and connect with enterprise needs throughout the process. Relying on favorable policies for regional approval, we innovatively implement six batches of phased review to achieve simultaneous approval and construction, significantly reducing the early construction period of projects.

Precision research technology optimization services

The relevant departments have organized multiple discussions on project design schemes, verified technical details, overcome review difficulties, strictly adhered to fire safety regulations, and ensured project design safety and compliance. At the same time, optimize the review and handling guidelines, standardize the application process with a checklist, solve the pain points of enterprise handling, reduce handling costs, and improve approval efficiency and pass rates. Next, Tianjin Economic and Technological Development Zone will continue to deepen the reform of chemical industry, improve the full cycle service system of key projects, use high-quality services to help improve project quality and speed up, and promote early start, early production, and early results of projects.Editor/Gong Ziwei
