On September 17, 2026, Hunan Construction Investment Group's Zhongxiang Overseas Joint Construction Investment Water Conservancy won the bid for the Shaokui Dam Restoration Project in the north of Limpopo River, Mozambique, with a contract amount of 33.38 million US dollars, equivalent to about 220 million yuan, and a construction period of 24 months. This is the first water conservancy project won by the consortium in Mozambique, marking Hunan Construction Investment's official entry into the southern African water conservancy infrastructure track. The project owner is the National Water Management Agency of the Ministry of Public Works, Housing and Water Resources of Mozambique, and the funding comes from the World Bank's Eastern and Southern Africa Regional Climate Resilience Program. From the banks of the Xiang River to the banks of the Limpopo River, Hunan Construction Investment's 220 million yuan contract has opened the door to Mozambique's water market.

World Bank funds escort dam repair

The project is located in Shaokui City, northern part of the Limpopo River Basin in Mozambique. The main content includes the restoration, elevation, and reinforcement of the 18.5-kilometer-long Shaokui Dam on the right bank of the Limpopo River, with a construction period of 24 months. The project is located in Shaokui Town, Gaza Province, in the Limpopo River basin, with a dense water network and abundant rainfall during the flood season, resulting in frequent floods and waterlogging disasters. The construction standards of the original dams along the line are relatively low, and they are severely damaged by water flow erosion all year round. The flood control and discharge capacity is insufficient, which cannot meet the regional safety protection needs. During the rainy season from 2025 to 2026, southern Mozambique will experience continuous heavy rainfall and large-scale reservoir floods, causing the water level of the Limpopo River to rise to historical highs. The town of Shaokui and surrounding areas will be flooded, and thousands of people will be displaced. After the completion of the project, the dam structure performance will be comprehensively optimized, flood control standards will be improved, and the overall flood control and disaster reduction infrastructure system of Shaokui City and its surrounding areas will be systematically upgraded.
