Recently, the "Equity Investment+EPCO" project of Xiahushan Reservoir Irrigation Area in Anqing City has released a bidding announcement, publicly inviting equity investors, survey and design parties, construction general contractors, and operating units for bidding. The project was approved for construction by the Anhui Provincial Department of Water Resources under the "Administrative Licensing Decision" (Anhui Water Licensing Decision [2026] No. 66), and the bidder is the Anqing City Water Affairs Bureau. The total static investment of the project is approximately 3.504 billion yuan.

Project Overview

The Xiahushan Reservoir Irrigation Area is a supporting project of Xiahushan Reservoir, located in the upstream of Dasha River in the Caizi Lake Basin. The irrigation area involves three counties (cities) of Qianshan, Tongcheng, and Huaining in Anqing City, with a total area of 763 square kilometers and a designed irrigation area of 528000 acres. The irrigation area is divided into two parts, the east and the west, with the east irrigation area covering 141000 mu and the west irrigation area covering 387000 mu, respectively.

Construction Content

The construction content includes backbone projects and field projects. The backbone project will build and expand 34 channels with a total length of 289.39 kilometers, and construct or rebuild 738 buildings; Field engineering mainly includes canals, agricultural canals, and field roads.

Investment and Cooperation Model

The total static investment of the project is 3504.43 million yuan, and the construction funds come from fiscal funds and self raised funds. This bidding will determine the social capital party in one go, and the project will be divided into backbone project package A and field project package B. Anqing Water Resources Development Co., Ltd. and the winning social capital will jointly invest in the establishment of a project company with a 60%: 40% equity ratio, responsible for raising the remaining shortfall funds, engineering construction, and operation and maintenance.

The project cooperation period is 40 years, including a construction period of 4 years and an operation period of 36 years. During the operation period, the project company will generate diversified operating income through urban water supply engineering water fees, agricultural irrigation water fees, and comprehensive development of irrigation area resources, recover investment and construction costs, and obtain reasonable returns.
