On October 6, 2026, Sultan Hussein bin Tariq of Oman paid a state visit to Kazakhstan. During the visit, O-Green from Oman and Samruk Energy from Kazakhstan signed an agreement to jointly develop approximately 2GW of renewable energy projects. This agreement covers solar and wind energy projects, equipped with battery energy storage systems, and is part of a broader package of agreements between Oman and Kazakhstan covering investment, energy, and other industries. In the respective partner lists of these two countries, the presence of Chinese companies has already appeared.

Joint layout of sovereign funds of the two countries
According to Samruk Energy, a subsidiary of Kazakhstan's sovereign wealth fund Samruk Kazyna, the agreement covers solar and wind energy projects in Kazakhstan, Central Asia, and other international markets, equipped with battery energy storage systems. These projects will target wholesale electricity markets, industrial consumers, and data centers, and the two companies also plan to explore solutions that can provide renewable energy electricity 24/7. O-Green is a subsidiary of the Oman Investment Authority OIA, which will contribute to project development and provide technical expertise; Samruk Energy will assist in liaising with government authorities, power system operators, and potential customers in Kazakhstan.

Expansion of New Energy Map in Central Asia
Samruk Energy is involved in Kazakhstan's national plan to put new power generation capacity into operation. Its project portfolio includes coal-fired, gas-fired, hydroelectric, wind and solar power plants, which are being developed in collaboration with partners from the United Arab Emirates, France, Qatar, China and Russia. The company has developed large-scale renewable energy projects in Kazakhstan, including a 1GW wind power project jointly developed with Masdar of the United Arab Emirates in the Jambul region, accompanied by 300MW/600MWh battery energy storage systems. The estimated investment value of the project is 1.4 billion US dollars, and it is planned to be completed in 2029. Samruk Energy's project portfolio clearly includes power generation projects jointly developed with Chinese partners, covering various types such as coal, gas, hydropower, wind power, and solar power. This means that Chinese companies' participation in Kazakhstan's energy sector has extended from single project cooperation to joint development of multiple types of power sources.
