Recently, on the desert of Nazca Province in the Ica Region of Peru, more than 136000 photovoltaic modules slowly turned towards the sun with 2345 sets of flat single axis tracking brackets. The Vaira 96.9 MW photovoltaic project, undertaken by China Electric Power Construction, has been fully put into operation for power generation, three days ahead of schedule. The project is equipped with 7 33 kV collection lines and 1 220 kV booster station, with an average annual power generation of about 250 million kilowatt hours, which can meet the electricity needs of about 230000 Peruvian households, reduce carbon dioxide emissions by about 150000 tons per year, and cooperate with the existing Vaira wind farm to form wind solar complementarity. The small-scale project is the first chess piece left by Chinese companies in the Peruvian new energy market.

Start playing chess during the institutional window period

In January 2025, Peru issued Law No. 32249, ending the nine-year silence on renewable energy auctions: power supply contracts allow for separate procurement of electricity and capacity, allow for bidding based on time blocks, and introduce the concept of ancillary services, allowing energy storage to be provided by entities other than power generators. Previously, the country had a backlog of over 12.5 gigawatts of projects. China Power Construction will sign the contract in March 2025 and start production in September 2026. When the system has just been implemented and competitors have not yet entered, the project will be developed first, using local trust and supply chain as the next auction slot. The Peruvian Constitution establishes national treatment for foreign investment, with clearer rules than the uncertainty of Argentina's fiscal fluctuations and Chile's mining policies.

Localization Capacity Threshold in Brazil

Goldwind Technology signed a Sento S é wind power agreement with Casa dos Ventos in Brazil in September 2026, with a total installed capacity of 872 MW and the configuration of 109 GWH182-8.0 MW units. The contract covers transportation, installation, commissioning, and 30-year full scope operation and maintenance, and some of the electricity will support the green energy consumption of the owner's data center. Goldwind has a manufacturing base in Kamasari, Bahia state, with units that meet localization requirements. Two battery storage capacity reserve auctions in Brazil in December attracted 6091 project registrations, with a total installed capacity of 296.8 gigawatts. The rules divide the projects into two categories: assembly in Brazil and non assembly required: JinkoSolar Energy Storage borrowed local assembly from UCB Power factory, and CATL and Moura cooperated to participate. Chile's energy storage system becomes a hard threshold

Pacific Hydroelectric Power Company, a subsidiary of State Power Investment Corporation, has launched a solar energy storage project in the Atacama Desert. The project involves 293 megawatts of photovoltaic power with 110 megawatts of power and 220 megawatt hours of energy storage capacity, with a total investment of approximately 300 million US dollars and an annual power generation of approximately 780 gigawatt hours. The Chilean power grid's requirements for energy storage configuration are becoming increasingly clear, and pure power generation projects are losing competitiveness. After the Chequenes wind farm jointly built by Goldwind and ENGIE Chile was put into operation, its cumulative installed capacity in South America exceeded 3 gigawatts.
