The photovoltaic panel array in southern Morocco is continuously generating electricity under the strong sunshine of North Africa. On October 14, 2026, the Moroccan Sustainable Energy Agency officially launched the pre qualification process for the NOOR PV Multisites multi site photovoltaic project, which is open to bidding from global EPC and operation contractors. This project, with a total installed capacity of no less than 350 megawatts, marks the official shift of Morocco's NOOR solar energy plan from a super large centralized project to a multi-point layout combined development model.

The bidding system clarifies the project implementation path

According to the pre qualification announcement, the project will be located in five major regions: Casablanca Setat, Beni Meral Hainifra, Marrakesh Safi, Susmasa, and Guelminnon River. The reference installed capacity of a single power station is between 40 MW and 170 MW, and the exact site selection and final capacity will be officially announced in the subsequent RFP bidding invitation stage. This procurement adopts a two-stage competitive process, first conducting pre qualification for the technical and financial capabilities of the enterprise. Those who pass will be invited to submit technical proposals and commercial quotations.

The project adopts a turnkey model, and the winning bidder is responsible for the design, equipment supply, construction, and subsequent operation and maintenance of the photovoltaic power station. A special purpose company established by a subsidiary of MASEN Holdings serves as the signing party, and a 25 to 30-year power purchase agreement will be signed with the Moroccan National Electricity and Drinking Water Office. The current planned construction period is about 18 months, and all time nodes may be dynamically adjusted according to the actual progress.

North African photovoltaic market opens a new window for participation

This project is an important layout for Morocco to promote the goal of 52% renewable energy installation by 2030. The multi site development model allows photovoltaic power stations to be closer to load centers and grid nodes in different regions, greatly enhancing the flexibility and power supply stability of the power system. In the first three quarters of 2026, the newly installed photovoltaic capacity in Morocco increased by 62% year-on-year, and the local power grid's ability to connect distributed photovoltaics continued to improve. The overall market is in a rapid expansion stage.

For global photovoltaic EPC, inverter, bracket, tracking system, cable and operation and maintenance enterprises, this project provides a direct opportunity to enter the North African new energy market. During the process of enterprise participation, it is important to focus on the financial and performance thresholds for pre qualification, local procurement employment requirements, exchange rate risks during the PPA cycle, differences in grid connection construction conditions for different sites, and the responsiveness of long-term operation and maintenance. Enterprises interested in participating must complete the pre qualification application before November 30, 2026. All technical specifications and contract conditions for subsequent projects will be subject to the RFP announcement officially released by MASEN. Keywords: new energy projects, photovoltaics

The sunshine resources in North Africa are ushering in a new round of large-scale development. The layout model of multi site distributed photovoltaics will inject new impetus into Morocco's energy transformation and provide a new core landing point for global new energy enterprises to go global.Editor/Cheng Liting
