On the southeastern coast of the Arabian Peninsula, the construction boom of a large gas combined cycle power plant is rapidly heating up. The latest award information in October 2026 shows that the construction of the Oman Dukum independent power generation project, with a total investment of 910 million US dollars, is accelerating comprehensively. China National Chemical Construction Corporation has successfully won two core construction sections, and Chinese enterprises are deeply involved in the construction process of this Gulf national key energy project.

890 MW gas-fired power station enters the comprehensive construction phase

The Dukum Independent Power Generation Project is a national key power project in Oman and a key energy infrastructure project for implementing Oman's 2040 vision. It is invested and constructed by Coastal Power SAOC project company, with an installed capacity of 890 MW combined cycle gas turbine power station. The project is located in the Dukum Economic Zone, only about 10 kilometers away from the Dukum Port, and has a very prominent geographical location. The project is jointly developed by a multinational consortium, including South Korea's Western Power, Qatar's Nebraska Energy, Abu Dhabi's Al Ittihad Hydroelectric Company in the United Arab Emirates, and Oman's local Bawan Infrastructure Services Company.

The project was awarded by Oman's state-owned power procurement agency, Nama Power and Water Procurement Company, using a Build Operate Build (BOO) model and signing a long-term power purchase agreement. The main EPC general contracting is jointly undertaken by China Electric Power Construction Shandong Third Company and South Korea's Doosan Energy, with Doosan Energy responsible for the EPC contract amount of approximately 385 million US dollars. In September 2026, the owner officially announced the start of construction on the power station site, and the project has fully entered the physical construction stage. It is expected to achieve commercial operation by 2029, providing stable and reliable power guarantee for the Dukum Economic Zone.

Two dimensional deep participation of Chinese enterprises in project construction

According to the official procurement announcement of Oman and the award announcement released by China Power Construction Oman Branch, after the completion of the procurement evaluation work, China National Chemical Construction Corporation successfully won two important contracts, and the specific contract amount of the bid section has not been disclosed to the public yet. The first part is the H section of the civil engineering project, which is a core component of the main project of the power plant. It undertakes the civil construction tasks related to the power plant and is the fundamental engineering of the entire power plant construction. The second part is the on-site temporary facilities section, which covers the construction of temporary material warehouses, on-site office buildings, as well as the installation of all temporary supporting facilities such as ground engineering, security monitoring systems, and on-site lighting facilities.

The temporary construction project is a prerequisite for the commencement of large-scale overseas power station projects. The successful landing of the two major sections marks the comprehensive participation of Chinese enterprises in the construction of this large gas power station in the bay from both the main and sub contracting levels. It is also another important breakthrough for Chinese engineering enterprises in the energy market of Oman. In recent years, Oman has continued to increase its investment in power sources, with gas power plants and new energy projects advancing simultaneously. As a national level highland for opening up to the outside world, the Dukum Economic Zone will continue to release a large amount of demand for municipal infrastructure for electricity and seawater desalination, bringing broad market space for international engineering contractors.

The construction equipment for the Dukum Coast is about to enter the site, and the construction process of this large gas-fired power station in the bay is providing solid power support for Oman's energy transformation.Editor/Cheng Liting
