Recently, during the Caspian Sea Black Sea Europe Green Energy Corridor Forum, Azerbaijani Energy Minister Parviz Shahbazov met with a delegation led by Zhao Yongli, Chairman of Datang Haitong, to discuss cooperation on solar and offshore wind power projects with a total capacity of 300MW. The talks involve the progress of the implementation of the 100MW solar power plant project in Azerbaijan, as well as the possibility of the initial construction of a 200 MW offshore wind power project. From Lake Boyukshahr in Baku to the Caspian Sea, China Arab green energy cooperation is accelerating along this corridor that runs through the Caspian Sea Black Sea Europe.

Hundred MW photovoltaic landing
In terms of photovoltaics, the Ministry of Energy of Azerbaijan, Datang Haitou, and SOCAR Green signed an implementation agreement for a 100MW solar power plant project on November 12, 2025. Prior to this, in April 2025, relevant parties also signed an implementation agreement for the construction of a 100MW floating solar power station and a 30MW battery energy storage system at Baku Boyukshol Lake. This meeting further involves the implementation progress of Azerbaijan's 100MW solar power plant project, promoting photovoltaic cooperation from agreement to implementation.

Lihai wind power startup
In terms of offshore wind power, Datang previously stated that it plans to implement the Caspian Sea offshore wind power project before 2030, and the green electricity produced will be directly transmitted to Europe through the Green Energy Corridor. In June 2025, the Azerbaijan National Renewable Energy Agency signed a memorandum of understanding on green energy corridor cooperation with Datang Haitong, which includes not only ensuring the integration of renewable energy into the grid, but also providing technical and financial support for grid development and high-voltage direct current transmission. The discussion between the two sides on the possibility of initially constructing a 200 MW offshore wind power project marks the substantive exploration stage of cooperation in offshore wind power in the Caspian Sea. The Green Corridor connects Europe
Azerbaijan plans to implement green energy projects with a total capacity of 6.7GW by 2030, of which 2.7GW will be connected to Azerbaijan's domestic power system, 4GW will be exported through the Caspian Sea Black Sea Europe Green Energy Corridor, and 1GW will be exported through the Azerbaijan Türkiye Europe Corridor through Nakhichevan. Azerbaijan is also promoting the Trans Caspian Sea Central Asia Azerbaijan Green Energy Corridor and the Azerbaijan Georgia Türkiye Bulgaria energy interconnection project. Both sides also discussed the conditions created by the Green Energy Corridor for Azerbaijan to expand renewable energy production and electricity exports, from photovoltaics to offshore wind power, from domestic consumption to cross regional exports. A green energy corridor connecting the Caspian Sea and Europe is taking shape.Editor/Gao Xue
