The tide of the Atlantic beats against the coast of Monrovia year-round. On October 27, 2026, in the capital of this West African country, a non lengthy signing ceremony caught the attention of both governments. Chinese Ambassador to Liberia Yin Chengwu and Liberian Foreign Minister Nianti respectively represented the governments of the two countries and signed the development cooperation agreement. Zhang Yimin, Counsellor of the Embassy in Libya, and Amma, Deputy Minister of Foreign Affairs of Libya, witnessed the scene.

How much does a single agreement weigh

The development cooperation agreement may seem like just a document, but in reality, it turns consensus into an operational framework for the project. Yin Chengwu stated that the signing of the agreement is the latest achievement in implementing the consensus of the two heads of state and promoting pragmatic cooperation between China and Liberia. It will play a positive role in promoting the economic and social development of Liberia and deepening cooperation between the two countries. China is willing to work with Liberia to transform the agreement into concrete results and continuously push the strategic partnership between China and Liberia to a new level. Nianti thanked China for its strong support and expressed that the agreement is of great significance to promoting the strategic partnership between Libya and China and the economic and social development of Libya. The Libyan side is willing to implement it seriously and further deepen and expand bilateral cooperation.

This is not the first time that both sides have put pen to paper for development cooperation. In March 2025, the two countries signed an economic and technological cooperation agreement; In January 2026, the two sides signed a development cooperation agreement in Monrovia, with China committing to provide $14 million to support priority development projects independently determined by the Libyan side. Signing repeatedly, moving cooperation from consensus to checklist, and from checklist to construction site.

The longer the cooperation list is written, the longer it becomes

Liberia beyond paper has already left a string of Chinese marks. The auxiliary building of the Parliament Building, government office building, and Roberts International Airport terminal, which were built with Chinese aid, are regarded by locals as iconic buildings that enhance the country's gateway image; New projects such as the renovation and expansion of the National Radio Station, the Dubman Avenue overpass, and the 14th Military Hospital laboratory are currently underway. On July 28, 2026, the 81 kilometer highway project from Banja to Saraya, constructed by Henan International Cooperation Group, was completed, and President Boakai attended the ceremony; On October 22nd, Yin Chengwu went to the site again to inspect the aid to Libya overpass project, demanding that the project be turned into a demonstration project to deepen the friendship between China and Libya.

Livelihood cooperation also flows smoothly. Since the first batch of medical teams were dispatched in 1984, China has sent multiple batches of medical teams to Libya to assist in the construction of the China Liberia Friendship Hospital, the office building of the Ministry of Health, and the Ebola Diagnosis and Treatment Center. A national clinical diagnosis and treatment laboratory is currently under construction, and since 2024 alone, it has provided training for 112 French medical staff in China. The cooperation between bamboo and rattan weaving and vegetable planting technology has trained more than 900 young technical experts, and their products account for about half of the local market share; More than 2500 talents have been trained in agricultural technology projects. Behind the numbers are concrete rice bowls, clinics, and classrooms.

The leader leads the way forward

The continuous warming of China Italy relations cannot be separated from the strategic guidance of the two heads of state.   In May 2026, Foreign Minister Wang Yi stated during his talks with Nianti in Beijing that China has fully implemented zero tariff measures for African countries with diplomatic relations, and Liberia is one of the earliest beneficiaries.

From summit consensus to a single agreement, from highways and bridges to clinics and classrooms, China Italy cooperation is extending along the same thread. For Monrovia, this agreement is not the end point, but a list to be fulfilled item by item; For both countries, it reminds people that true partnership ultimately falls within the reach of ordinary people's lives.Editor/Yang Meiling
