In the late autumn season, the construction of Shaanxi's new power system has added new support. On October 30, 2026, the first batch of independently implemented projects for grid side independent energy storage in Shaanxi Province was publicly announced. After application from various regions and review by the Provincial Development and Reform Commission in conjunction with Shaanxi Electric Power Co., Ltd., 15 projects have been included in the list, with a scale of 2.1676 million kilowatts and 5.5893 million kilowatt hours. This batch of projects has complete procedures and plans to start construction within six months. They do not enjoy capacity electricity pricing and cannot be included in the capacity electricity pricing project list. We will adhere to a market-oriented approach and promote the standardized development of the energy storage industry.

Highlight of grid type energy storage

There are a total of 3 grid type energy storage projects marked in this list, with a total capacity of 700MW2800MWh, accounting for 39.36% of the total installed capacity of this batch. Grid based energy storage can actively support the voltage and frequency of the power grid, adapt to high proportion new energy access scenarios, and improve the stability level of the power grid.

The largest scale energy storage project in Luochuan County's Apple Modern Industrial Park is a grid type project with an installed capacity of 300MW1200mWh. It is developed by Luochuan County Bangjin New Energy Co., Ltd. and is equipped with a new 330kV substation. The total investment is 960 million yuan, equivalent to a unit price of about 0.8 yuan per watt. The energy storage project in the apple related industry concentration zone of Luochuan County follows closely behind, with an installed capacity of 200MW800MWh, developed by Yan'an Hongchuang Xuan Energy Storage Technology Co., Ltd.

Multi stakeholder participation in investment and construction

The types of project investment entities are diverse, covering central enterprises, local state-owned enterprises, and listed private enterprises. The state-owned enterprise project is the Baishui Frequency Modulation Energy Storage Power Station, developed by Shaanxi Electric Power Energy Storage Co., Ltd. Baishui Water Company.

There are a total of 2 local state-owned enterprise projects, and the Mianxian Economic Cooperation Aggregation Energy Storage Project has an installed capacity of 200MW400MWh, using lithium iron phosphate batteries and supporting 110kV booster stations. The total investment is 452.5999 million yuan, equivalent to a unit price of about 1.13 yuan per watt.

There are 2 listed private enterprise projects, and the Kangyang Fucheng New Energy Storage Project in Yintai District, Tongchuan City is developed by a subsidiary of Sunshine Power, with an installed capacity of 150MW600MWh. The hybrid energy storage frequency regulation power station in Hengkou Demonstration Zone, Ankang City, was invested and built by a subsidiary of Honglida, with an installed capacity of 99.4MW89.4MWh.

Regional layout: Yan'an leads in volume
