According to the draft, Beijing will play the guiding role of rail transit in urban spatial structure adjustment and functional layout optimization, deepen comprehensive transportation management, and accelerate the construction of a comprehensive, green, safe, and intelligent three-dimensional modern urban transportation system. By 2025, the proportion of green trips in central urban areas will increase to 76.5%.

Four-network integration of rail transit
Beijing’s “14th Five-Year Plan” places more emphasis on the guidance of rail transit for urban spatial structure adjustment and functional layout optimization. According to the plan, by 2025, the operating mileage of Beijing's rail transit is expected to reach 1,600 kilometers, and the proportion of rail transit in public travel will increase to 56%.
Rail transit is more than just subways. The members of the drafting team painted a new picture of citizens enjoying "urban life on rails" during the "14th Five-Year Plan" period: Beijing must build a ring-shaped, integrated rail transit network, and promote trunk railways, intercity railways, and suburbs Integration of the four networks of railway and urban rail transit.
In the next 5 years, Beijing will build large-scale transportation hubs such as Fengtai Station and Urban Sub-Central Station to promote the sharing of railway and urban traffic information, mutual recognition of security inspections, and facilitate transfers. It will work with the railway department to promote the scientific allocation of railway operating time resources and advance Some lines take on the commuter service function in the city; implement the integrated development of the city's sub-central station, Chaoyang station, Fengtai station and other stations to create a new vitality center.
The operating mileage of suburban railway will reach 600 kilometers
Of the 1,600 kilometers of rail transit operating mileage expected to be achieved in 2025, 600 kilometers will come from suburban railways. During the "14th Five-Year Plan" period, Beijing will implement the action plan for the construction of suburban railways, build the main skeleton of suburban railways, upgrade the city's sub-center line, northeast ring line, and Tongmi line as a whole, promote the commuter transformation of the southern section of the S2 line, and add Jingmen- The Menda Line, Beijing-Kowloon Line and other lines provide the railway transportation service of Dazhan Express Line.
At the same time, Beijing will also speed up the construction of the Pinggu line, promote the extension of the city's sub-center line and the Beijing-Kowloon line to the area around Beijing, expand the scope of rapid commuting services, and explore a flexible and diverse fare system.
It is understood that at the end of 2020, Yizhuang will open the T1 tram line so that office workers in the economic development zone can take the tram to the company when they get off the subway.
